Job Description: Director General, East Asia and Pacific Department

The East Asia and Pacific Department (“EAPD”) is responsible for coordinating the work program, leading the origination (including initial preparation) and supervision of the implementation of NDB operations in East Asia and Pacific region, and supporting the Public Sector Department and the Private Sector and Non-Sovereign Guaranteed Transactions Department in the preparation of such operations.

The Director General, East Asia and Pacific Department (“DG, EAPD”) is responsible for: (i) project identification and pipeline development; (ii) project preparation; (iii) project implementation and monitoring; and (iv) regional portfolio management. The DG, EAPD will work in close coordination with the NDB operations team and will support the other functions including external relations and stakeholder management.

The DG, EAPD reports to the Vice President & Chief Operating Officer (VP&COO) and will be based in Shanghai, China.

Specific responsibilities include but not limited to:

  • Lead and be accountable for business development, project origination (including initial project preparation and technical assistance), and project selection in East Asia and Pacific region, in close coordination with the other departments under the Vice Presidency of Operations (“OPS”).
  • Build and deepen the Bank’s relationships and partnerships with stakeholders in East Asia and Pacific region.
  • Manage client relations and identify potential partnerships. Report to the Management regularly on the progress and updates on regional partnerships. 
  • Establish strong and clear rationales and criteria of project origination and selection, incorporating past operational experiences, the region’s macro and sector developments, and Bank-wide knowledge.
  • Engage with different stakeholders and potential clients to develop a working pipeline of projects, under the supervision and guidance of the VP&COO.
  • Report regularly to the OPS Management the pipeline for East Asia and Pacific region.
  • Lead the development of Country Partnership Plans, supported by other OPS departments and in closer collaboration with other organizational units of the Bank
  • Work closely with Public Sector Department and Private Sector and Non-Sovereign Transactions Department, including supporting project appraisal and efficient transition from project processing to implementation stage.
  • Lead and supervise implementation of projects in East Asia and Pacific region to ensure high quality of project portfolio.
  • Support and collaborate with the ESG Department in monitoring environmental, social, procurement and governance related aspects in the implementation stage of projects and in the dialogue with civil society organizations.
  • Conduct periodic portfolio reviews in coordination with governments, related agencies and clients from public and private sectors to resolve issues interrupting efficient project implementation.
  • Keep abreast of and report on the developments and trends in the member countries and in the region including economic, political, sector-specific, thematic issues etc.
  • Efficient management of financial, infrastructure and human resources in the EAPD to deliver the mandate of the department.
  • Provide support, when necessary and based on the EAPD’s capacity, to the operations and in other areas of Bank’s business.
  • Nurture talent and coach the team to ensure on-going learning and development of the team.
  • Other duties and responsibilities assigned by VP&COO from time to time.

Position Requirements

  • Master’s Degree or equivalent in a relevant field from a reputed university.
  • Minimum of 15 years of relevant experience, culminating in a leadership role and position of influence, in the Government, international investment financial institution or regulated large private/public sector financial institution or multilateral development bank or regional development financial institution.
  • Relevant experience in a multilateral development bank operational policies, project programming, development and monitoring, as well as well-established network with relevant government authorities of regional are highly desirable.
  • Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration.
  • Fluency in English essential to communicate in writing and speaking. Knowledge of a second language (preferably from one of the NDB member countries) desirable.
