Organizational Setting and Reporting Relationship
The position of Associate Economics Officer is assigned to the Economic Analysis and Operational Support Division (EREA) within the Economic Research and Development Impact Department (ERDI). You will be based at our Headquarters in Manila, Philippines.
You will report to designated International Staff.
Your Role
As Associate Economics Officer, you will review economic analysis of ADB project documents; support and conduct empirical research related to economic development; contribute to ADB's flagship and other knowledge publications; support technical assistance project development and implementation; assist in organizing workshops and conferences; and support impact evaluation activities at ADB.
You will:
Economic Research
-
Contribute to or independently carry out empirical research on issues related to economic development in Asia and the Pacific, including poverty and inequality, labor markets, human capital development, entrepreneurship and SME/private sector development, infrastructure and urbanization, climate change, regional cooperation and other emerging policy issues.

Contribute to data preparation and analysis of research including impact evaluation studies by identification, acquisition, cleaning and processing and management of available datasets needed or relevant to the research projects of the division, as well as statistical and econometric analysis of the datasets to generate analytical results.

Support other related tasks such as the preparation of thematic studies and ADB flagship publications, preparation of data, tables/charts, and preparation of briefings materials to Management and the Board on the studies and related issues.
Operations Support

Review draft loan, grant and other project documents and project completion reports jointly with other EREA staff.

Provide support to the formulation and drafting of project economic analysis document for processing teams either in the form of One ADB member or upstream support.

Assist in providing upstream technical advice to ADB regional and other departments on economic research, data analysis, and statistical methods as needed.
Technical Assistance

Support preparation of TA concepts and TA papers including design and monitoring framework and consultants' terms of reference; Coordinate TA paper review and approval.

Undertake daily TA implementation including monitoring of TA fund utilization and outputs, administering consulting contracts, and other related tasks.

Support TA activities such as data acquisition, organizing conferences and workshops, and output publication.
Knowledge Sharing

Coordinates with regional departments and relevant government agencies/ministries in organizing and conducting dissemination events. Support other research and document reviews as required by the division
Qualifications
You will need:
-
Master's degree in economics or related fields.
-
At least 5 years of relevant professional experience in related fields, with at least 5 years in empirical research on topics related to economic development

Solid knowledge and understanding of development economics or other related fields in economics, including microeconometric methods and statistical survey methodology

In-depth knowledge and understanding of the research process

Some hands-on experience in the administration process of research project such as contracting, financing and publishing and disseminating research outputs .

Strong knowledge of relevant data sources including countries' census and national household survey data, labor force survey, enterprise surveys, and online databases of international organizations.

Highly experienced in managing and analyzing large-scale survey data using advanced econometric/statistical tools such as STATA for data management, validation, and analysis and research.

Data visualization skills using software and other tools.

Familiarity with general operations and procedures of multilateral financial institutions.

Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
