BACKGROUND

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business, and civil society to develop and implement effective measures to tackle it.

TI is implementing the SAFE Democracy Operating Grant (SAFE Democracy), funded by the European Union. The project aims to strengthen democratic resilience and support civil society engagement in promoting integrity in public decision-making across EU Member States.

As part of this work, TI supports the development and adaptation of Integrity Watch platforms. These platforms use publicly available data to monitor areas such as political finance, lobbying, and conflicts of interest, enabling civil society and citizens to identify and better understand risks of undue influence. Current efforts focus on updating existing platforms through the integration of new datasets and the development of additional political integrity risk indicators.

To support these activities, TI is seeking a consultant to provide targeted technical assistance for the development and adaptation of selected Integrity Watch platforms. The consultant will provide dedicated support to two chapters (TI Germany and TI Italy), alongside additional support to TI in responding to technical needs across other participating chapters.

OBJECTIVES

The objective of this consultancy is to provide targeted technical support for the update and further development of selected Integrity Watch platforms under the SAFE Democracy OG project, including contributing to the streamlining of platform design, hosting arrangements, repositories, and technical documentation to support future scalability and cross-platform consistency.

Specifically, the consultant will:

  • Support the update and enhancement of Integrity Watch platforms, including the integration of new datasets and the implementation of additional political integrity risk indicators
  • Develop and/or support the development of data processing pipelines, including scripts for data acquisition, parsing, transformation, and automated updates, as required for platform functionality
  • Contribute to technical tasks related to data processing, matching, and visualisation, as required for the functioning of the platforms

  • Develop or support methods for matching and linking entities across datasets (e.g. organisations across procurement and lobbying data), including integration of such links into platform functionalities

  • Support the development, adaptation, and refinement of platform functionalities, including the creation of new sections and interactive data visualisation dashboards, based on project requirements and partner feedback

  • Provide dedicated technical support to TI Germany and TI Italy in relation to their Integrity Watch platforms

  • Support TI in addressing technical needs across other participating chapters, as required

  • Contribute to the standardisation and streamlining of platform design approaches, hosting solutions, code repositories (e.g. GitHub), and technical documentation to support consistency and reuse across Integrity Watch platforms

EXPECTED DELIVERABLES AND TIMELINE

  • Implementation plan outlining understanding of tasks and proposed approach
  • Delivery of agreed technical support, including contributions to data integration, data processing scripts, automated update mechanisms, data matching approaches, and platform functionalities, on a rolling basis throughout the assignment
  • Brief technical documentation or notes accompanying implemented changes, including contributions to repository structure and platform documentation, as required
  • Final summary of work completed and key outputs by 30 November 2026.

All presentations and reports should be submitted in English, in electronic form, in accordance with the deadlines stipulated above. The Consultant is responsible for editing and quality control of language. The TI Secretariat retains the sole rights with respect to all distribution, dissemination, and publication of the deliverables.

SELECTION CRITERIA

The Consultant should have the following qualifications:

  • A university degree in computer science, information technology, or a related field
  • At least 3 years of relevant experience in web development and/or data-driven platforms
  • Experience working with data integration and visualisation
  • Solid knowledge of front-end and back-end development
  • Experience working with publicly available datasets
  • Fluency in written and spoken English

REMUNERATION AND COSTS

The Consultant should provide their estimated total fee as a lump sum or as standard daily or hourly rates. The total budget available for this assignment is up to EUR 16,000 (including VAT, where applicable).

This call is open to consultants based in the European Union.

Transparency International e.V. (TI) is registered as a Business Entity in Germany with VAT identification number DE273612486. EU reverse charge applies. Service providers should issue invoices with zero VAT.

Candidates who are based in Germany and do not charge German VAT must confirm their small entrepreneur status.
