In the secretariat of the International Commission for the Protection of the Rhine
(ICPR) in Koblenz (Germany), a vacancy for a full-time position (39 hours/week) as a
project manager
for the development of a EU-funded pollution spread model
is to be filled from 1 July 2026 onwards. In line with the project duration, the position is
limited until 30 June 2028.
Project outline
The ICPR (see below) is planning to develop a new pollution spread model. The new
model will be an important component for the International Warning and Alarm Plan
Rhine, through which countries along the Rhine and its most important tributaries inform
each other about hazardous pollution incidents. The model aims to calculate the spread
of pollutant plumes and helps to locate and identify potential sources. The
implementation of the model will be in collaboration with a company that will be selected
through a tender process and which will subsequently carry out the programming work.
The project is funded via the EU-LIFE programme and will run for two years. For this
innovative project, we are now looking for a project manager. The position will be
based in the ICPR international secretariat in Koblenz (Germany).
Job description
The project manager
•
will serve as the central contact person to ensure smooth communication between
othe project partners (ICPR secretariat, the State delegations from Switzerland,
Germany, France, Luxembourg and the Netherlands),
othe EU as funding body and
othe company that will carry out the programming working and tracer
experiments in the concerned water bodies;
•will organise the regular meetings of the project advisory board;
•will organise an EU-wide tender process to find a company to carry out the
programming work;
•will be responsible for the timely achievement of the project milestones;
•will organise

oa training session for the users of the model,
oan international workshop and
oan international test exercise – including evaluation of the results (in
cooperation with the external company);
will report
o
to the EU (interim report, final report, after LIFE conservation plan, etc.) and

to the competent ICPR bodies;
•will be in charge of the public relations and dissemination activities within the project;
•will, if suitable, manage the project finances (in consultation with the ICPR executive
secretary).
You have the following qualifications:
•scientific university degree (e. g. natural sciences, chemistry, biology, geography,
environmental management or equivalent qualification);
•experience in the management of projects (international projects and especially EU
projects are an asset);
•very good project management, communication and writing skills;
•sufficient IT or even programming skills to be able to understand the work being
outsourced to an external company are an asset;
•very good knowledge of English (at least C1);
•good knowledge (at least B2) of at least one of the ICPR working languages (German,
French or Dutch);
•team spirit and motivation.

Brief introduction of the ICPR
Since 1950, Switzerland, France, Germany, the Netherlands, Luxemburg and the
European Union have been working together in the International Commission for the
Protection of the Rhine (ICPR) on the basis of a treaty under international law in order to
reconcile the many different uses of the river and its protection. In order to fully
implement European directives, this trans-boundary cooperation was extended to
Austria, Liechtenstein and the Belgian region Wallonia.
The different ICPR groups and experts coming from different member states are
supported by the international staff of the permanent secretariat in Koblenz (Germany).
