Organizational Setting and Reporting Relationship

The position of Financial Control Analyst is assigned to the Trust Fund and Administrative Expense Division (CTFA) or the Loan Administration Division (CTLA) within the Controllers Department (CTL). You will be outposted to our CTL operational resilience team based at our Thailand Resident Mission in Bangkok.

You will report to the designated Technical International staff and officer.


Your Role

As a Financial Control Analyst, you will undertake a variety of accounting and financial administration duties related to disbursement for ADB's technical assistance (TA) claims; Administrative Expense transactions including Payroll, Accounts Payable and Travel, related to fiduciary and internal financial control compliance; and perform activities in support of ADB's Organizational Resilience (OR) and Business Continuity preparedness.


You will:

  • Support processing of administrative expense and technical assistance transactions by ensuring their eligibility, accuracy, adherence to ADB policies, administrative orders, and approved contract terms by verifying and monitoring timeliness of payments.
  • Review travel accounts data, transactions and reports for accuracy, consistency, propriety and compliance with established practices. Perform analysis of financial data and prepare management reports.
  • Participate in developing, testing, enhancing, and implementing IT systems used for Business Travel. Review and provide suggestions for system and process enhancements.
  • Process TA claims disbursement and liquidation vouchers for consultants, contractors and other service providers under ADB or donors' technical assistance grants and trust funds. Make sure disbursement processes comply with contract provisions, and applicable ADB policies, including TA Disbursement Handbook.
  • Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant.
  • Process transactions and ensure their validity and propriety, and that the accounting of items adhere with appropriate accounting policies.
  • Participate in projects to enhance CTL's OR preparedness. Assist in the preparation and revision of the OR plan under disruption, support organization and implementation of regular training for CTL's important activities following the OR plan, and take part in OR simulations and exercises in collaboration with various ADB divisions and departments.

Qualifications

You will need:

  • Bachelor's degree in Accounting, Business Administration, or Finance. A Certified Public Accountant or equivalent designation is preferred.
  • Extensive knowledge of accounting standards, systems and general procedures payment and reporting requirements prevalent in international institutions.
  • At least 5 years of accounting or auditing experience, working with computerized accounting systems in a large organization.
  • Proficiency in ADB standard and similar software programs used by multilateral development banks (e.g. Oracle ERP, SAP), and in the use of databases to produce standard and ad hoc financial reports.
  • In-depth understanding of the relevant clerical procedures and guidelines and their importance in the overall function of the work area.
  • Analytical and systematic, with strong numerical skills.
  • Demonstrated experience collaborating in cross-cultural and diverse teams and ability to collaborate constructively as an active team participant.
  • Written and verbal proficiency in English.

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Thailand.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
