Organizational Setting and Reporting Relationship

The position of Integrity Assistant is assigned to the Investigations Division (AIID) within the Office of Anticorruption and Integrity (OAI). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Officer.


Your Role

As an Integrity Assistant, you will perform a full range of confidential coordination tasks for AIID, including coordinating interdepartmental administrative activities and supporting OAI's functions and initiatives.


You will:

A. Investigation Research and Analysis

  • Help screen and review complaints and other reports received under ADB's Anticorruption Policy, following ADB's Investigation and Enforcement Framework;
  • Gather and help analyze information available within ADB and from external parties, including bidders, consultants, contractors, suppliers, and other sources relevant to complaints received; and
  • Help prepare Preliminary Findings Reports and investigative documents following OAI procedures and guidelines, and ensure that all correspondence and documents are prepared and formatted in compliance with ADB standards.

B. Data Management and Operations Support

  • Update filing systems and records in OAI's Case Management System for complaints intake and investigations, observing internal OAI guidelines, and monitor the status of confidential matters and documents requiring immediate action;
  • Respond on behalf of AIID to straightforward correspondence and ensure that all correspondence are logged, distributed, and promptly brought to the attention of concerned staff;
  • Arrange appointments, meetings, and travel for AIID personnel following ADB procedures and prepare Concur Travel Requests and expense reports.

C. Reporting

  • Maintain AIID's dashboard for monthly case reviews
    • collect, compile, and help analyze relevant data to produce routine and ad hoc statistics and reports, as instructed;
    • help coordinate weekly updates with OAI personnel on actions taken for selected cases; and
  • Help prepare correspondence and reports related to complaints assessment and investigations, under the guidance of the Lead Assessment Officer and Team Lead.

D. Coordination and Other Responsibilities

  • Coordinate and support OAI capacity-building activities. These activities include prevention and outreach efforts, such as meeting arrangements, cooperation with multilateral development banks (MDBs), and training, seminar, workshop, and brown-bag sessions; and
  • Be an alternate for other Integrity Assistants in the division during their absence and subject to supervisor approval, and perform other tasks reflected in your work plan.

Qualifications

You will need:

  • Bachelor's degree.
  • At least 5 years of relevant professional experience.
  • Proficiency in expressing ideas in spoken and in written formats in English, which includes editing and memo composition.
  • Knowledge of ADB and similar MBD standard software programs and information technologies.
  • Experience working with individuals from different cultural and national backgrounds.
  • Demonstrated experience navigating competing demands with efficiency.
  • Demonstrated experience promoting productive and respectful workplace relationships.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
