Organizational Setting and Reporting Relationship
The position of Associate Portfolio Management Officer is assigned to the Philippines Country Office (PHCO) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines.
You will report to Country Operations Head, PHCO.
Your Role
As an Associate Portfolio Management Officer, you will work with the Country Operations Team in monitoring and reporting on the performance of the Philippines portfolio. This will include organizing annual Country Operations Missions (COM) and contributing to a monthly portfolio performance report. You will establish close liaison with Government counterparts, executing agencies, and counterparts in other development partners. Your position focuses on portfolio monitoring, management, and evaluation and in deriving lessons emanating from country engagement and task is to support PHCO through analysis in portfolio management, strategy formulation, and programming.
You will:
- Monitor, evaluate and report on the status of ADB's portfolio performance in the Philippines (Loans, Grants, and Technical Assistance [TA]), including progress of project implementation and achievement of development objectives. Monitor, analyze and report on target vs. actual performance of contract awards and disbursements, and track portfolio performance as a whole, as well as for individual projects
- Identify generic and project-specific implementation issues and propose solutions. Assist executing agencies with resolution of implementation constraints. Liaise with staff of sector divisions to facilitate dialogue with government counterparts and executing agencies.
- Provide written contributions to the COM issues paper, Memorandum of Understanding, and Back to Office Report as well as other documents and presentations presenting portfolio performance.
- Act as the focal for a selected sector by acting as a liaison between PHCO and the sector by joining missions, providing guidance and supporting the sector to meet oversight requirements.
- Provide written contributions to the Country Strategy and Program and reviews and analyze the level, sector composition, and strategic focus of past and ongoing ADB operations.
- Coordinate application of SovOps in PHCO. Participate in interdepartmental working groups on improving ADB's management information system.
- Contribute to the preparation of annual work plan and year-end accomplishment report for PHCO.
- Support project leaders in project and or TA preparation and implementation.
- Perform other duties that may be assigned as reflected in your work plan.
Qualifications
You will need:
- Bachelor's degree in economics or related fields, such as finance, administration, information technology/computer science, or development studies; preferably with advanced training.
- At least 5 years of relevant professional experience.
- Demonstrated experience to undertake background research and analysis on defined tasks, handle numeric work and information systems.
- Skills on in-depth understanding of the interactions between different ADB work areas and relevant workflows and their purposes.
- Proven capacity to make simple causal links, prepare pro-and-con lists to reach a decision; and set priorities for tasks in order of importance.
- Proficiency in report writing and verbal communication in English
- Experience in facilitating work planning, delivery and quality review.
- Work collaboratively with teams as a constructive team member.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
