Responsibilities
Conduct field visits as necessary to assess and document repair requirements, including but not limited to, for communal infrastructure, social institutions, collective centers, individual residencies and multi-apartment residential buildings.
Draft Bills of Quantities and Bills of Materials and Equipment, necessary engineering drawings taking into consideration national legislation and following IOM standards.
Assist the Senior Project Associate with the coordination with Logistics and Procurement Unit on the procurement process by reviewing or preparing construction-related procurement documents.
Conduct quality, timeline and cost control and document progress of works on-site. Navigate changes and correction where necessary and needed. Document any changes from original designs and plans and coordinate necessary actions closely with the programme management and procurement units.
Monitor implementation of construction activities at field, ensuring compliance with safety measures and donor visibility requirements, in order to track progress and report potential gaps/delays in the implementation to the National Project Officer (SNFI).
Work closely with relevant internal units to support that Housing Land and Property issues are considered and integrated in the unit’s response during all phases of the project.
Support administrative coordination of project implementation, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
Ensure proper filing of documents according to data protection and confidentiality protocols.
Adhere to the highest standard to IOMs policy on the Prevention of Sexual Exploitation and Abuse (PSEA) and verify implementation partners and contractors implement those standards to the same level.

Performance indicators for the evaluation of results
Consultant monthly reports to IOM fully correspond requested tasks. The day-to-day work will be coordinated with the relevant IOM project staff.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree in Civil Engineering/Architecture from an accredited academic institution with at least 4 years of relevant professional experience.
or - Bachelor’s degree in Mechanical/Electromechanical Engineering from an accredited academic institution with at least 5 years of building construction/repair management professional experience.
or - High school diploma in technical related field (Electromechanical/Mechanical/Electrical etc.) with at least 7 years of building construction/repair management professional experience.
Experience
- Experience in the field of construction engineering and contract management;
- Experience in the technical supervision of the construction/reconstruction/overhaul projects;
- Experience in planning and implementation of civil design construction and WASH projects;
- Experience working with a non-governmental organization and/or international organization is an advantage.
Languages
For this consultancy, fluency in Ukrainian is required, working knowledge of English is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
