Project Context and Scope

Under the overall supervision of the Chief of Mission (CoM) in direct supervision of the LMSI (Labour Mobility and Social Inclusion) Programme Coordinator and, in collaboration with relevant units in IOM Poland, the successful candidate will be responsible for development and implementation of the social campaign aimed at promoting positive social relations between migrants/refugees and other local community members and reliable knowledge about migration and refugees in Poland.

The social-information campaign will be implemented between May and 20 December 2026 to address the growing risk of misinformation and xenophobia. The campaign will highlight the contributions of migrants/refugees to Polish society, promote accurate information about displacement, and counter disinformation that fuels prejudice or discrimination. The campaign will consist of both communication in media, including social media, as well as local multi-stakeholders initiatives promoting meaningful social relations and migrants/refugees' contribution to local communities. In addition, within the campaign a multisectoral coalition aiming at promoting positive and evidence-based narrative on migrants/refugees and migration will be established to strengthen the impact of the campaign. The campaign will be designed and implemented in a participatory way engaging national and local authorities, Ukraine diaspora organizations and other relevant NGOs, academia, media, religious institutions, and other relevant stakeholders, who will be invited to the coalition.

Responsibilities

Tasks to be performed under this contract
  • To conduct analysis and prepare reports on available sources and data on social perception of migration and migrants in Poland, narrative on migrants and migration;

  • To conduct media monitoring regarding narrative on migrants and migration;

  • To identify the key stakeholders which could be engaged to increase the impact of the campaign;

  • To support with the Terms of Reference development for the social campaign implementation by the service provider;

  • To support IOM during the competitive process to select the best offer for implementation of the campaign;

  • In collaboration with the selected service provider and key stakeholders to design a culturally sensitive, inclusive campaign strategy aligned with the project objectives including key messages, slogans, and branding for the social campaign;

  • In collaboration with a selected service provider to work on developing of high-quality campaign materials (e.g., videos, social media posts, posters, articles) including storytelling elements to highlight migrant success stories and contributions;

  • On a regular basis to monitor and review the service provider’s work, offering constructive feedback and expert guidance to ensure high-quality implementation, effectiveness, cultural relevance and achieving campaign objectives;

  • To support the service provider in addressing challenges, refining approaches, and leveraging additional resources to optimize campaign outcomes, identifying the effective channels and strategies for positive narrative building;

  • To collaborate and maintain active communication with public institutions,  host community members, local authorities, private sector, media and others  for the social campaign design and implementation to ensure effective coordination, improved outcomes, and continuous feedback; 

  • To organize local events promoting meaningful social relations which will be part of the social campaign in collaboration with local authorities, academia, media, NGOs, migrant diaspora and other relevant actors;

  • To develop together with the service provider campaign evaluation strategy and tools;

  • To draft correspondence, prepare and update reports, briefing notes, graphics, and other forms of documentation related to social campaign implementation and LMSI activities;

  • All abovementioned tasks must be implemented in accordance with the final approved project application;

    Performance indicators for the evaluation of results

  • Analysis of social perceptions, migration narratives, and relevant data is conducted
  • Media monitoring is carried out systematically, and emerging trends, risks, and misinformation are identified and addressed
  • Key stakeholders across sectors are identified, mapped, and engaged to strengthen campaign impact and outreach
  • A culturally sensitive, inclusive, and evidence-based campaign strategy, including key messages and branding, is developed and aligned with project objectives
  • High-quality, engaging campaign materials incorporating storytelling and positive narratives on migration are developed in collaboration with the service provider
  • Campaign implementation is continuously monitored and guided, and feedback is provided to ensure quality, relevance, and effectiveness
  • Coordination, communication, and local engagement activities, including events and partnerships, are maintained to support positive social relations and campaign visibility.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s or Master’s degree in fields such as communications, PR, social sciences, migration studies, international relations, or a related discipline with relevant work experience in social campaign design and implementation, with a focus on migration, social inclusion, or diversity-related initiatives.  

Experience

  • Extensive experience in social and information campaigns development and implementation; 
  • Previous working experience in PR and communication will be in assets; 
  • Experience in develop the content for informational/promotional materials in the area of  socio-economic integration support for migrants will be an advantage;
  • Experience in liaising with governmental authorities, national/international; institutions, private sector, local societies and non-governmental organizations;  
  • Knowledge of migrants' perceptions by the society, social integration; general knowledge on migration to Poland and situation of migrants in Poland

Skills

  • Excellent knowledge on the processes related social perceptions and attitudes and their change
  • Familiarity with relevant methodologies and tools applicable in the social-information campaigns aiming at changing social perceptions and social attitudes;
  • Strong analytical and reporting skills to track campaign progress, analyze data, and present results 
  • Very good communication and interpersonal skills;
  • Ability to provide information in clear and consistent way;
  • Excellent organizational skills and ability to work well under pressure and keep deadlines;
  • Ability to work individually with minimal supervision and in multicultural team;
  • Good level of computer literacy;
  • Strong work ethics and commitment to humanitarian principles; 

Languages

Fluency in Polish/English, knowledge of Ukrainian/Russian will be as an advantage.
