BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 WFP Mozambique is implementing a strategy that aims to strengthen the climate resilience and economic inclusion of vulnerable communities. This strategy integrates ecosystem-based adaptation, productive safety nets, financial solutions and services, to promote resilient livelihoods and inclusive food systems, in alignment with national programmes and policies.
Financial inclusion including savings, credit, microinsurance, digital financial services, and financial literacy is a core pillar enabling vulnerable households to absorb, adapt and recover from shocks.
The Programme Policy Officer, focusing on Financial Inclusion and Climate Services, will provide technical leadership, operational support and guidance on solutions and tools that strengthen access to information and financial inclusion to enhance resilience to shocks.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

1. Lead the development and integration of financial inclusion components (e.g. savings and loans groups, microinsurance, bundled financial products, digital financial services) and climate services across climate resilience and adaptation interventions.
2. Develop operational tools, SOPs, guidance documents and implementation systems for financial inclusion, climate services and risk-financing components.
3. Lead the design of capacity building materials on financial literacy, climate service and microinsurance mechanisms tailored to vulnerable households.
4. Provide technical guidance and capacity building to WFP teams government and partners (NGOs and financial and climate services providers) on microinsurance (eg. Index-based, seeds bundled insurance), savings and loan schemes, financial inclusion models and climate services.
5. Provide a day-to-day technical support to field teams and cooperating partners for the rollout of financial solutions and climate services.
6. Contribute to the preparation of accurate and timely reports (donor reports, internal updates, monitoring & evaluation inputs)

7. Facilitate partnerships at technical level with government institutions (INAM, INGD, MAAP, MPD), microfinance institutions, insurers, service providers, and the private sector.
8. Support coordination with UN agencies, research institutions, and development partners to harmonize financial inclusion and climate services initiatives.
9. Provide inputs to policy dialogues on financial inclusion for climate resilience, micro-insurance, rural finance, and climate services.
10. Conduct/oversee assessments on market readiness, product suitability to vulnerable people’s needs, and financial service provider capacities.
11. Document lessons learned, best practices, and innovations to inform programme improvement and scaling.
12. Develop workplans, budgets, and procurement/contracting documents for climate services and financial inclusion components.
13. Manage contracts with insurers, microfinance institutions, fintechs, and technical service providers.
14. Contribute to resource mobilization ensuring alignment with national climate and financial inclusion policies and WFP frameworks.
15. Perform any other related duties as required.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:


• Programme implementation in development, climate adaptation, or resilience.
• Financial inclusion, micro-insurance, rural finance or climate services.
• Engagement with government and financial institutions (banks, MFIs, insurers).

 

QUALIFICATIONS & EXPERIENCE REQUIRED:


Education: Advanced University Degree in one of the following fields: Finance, Economy, Agricultural Economics, Agriculture, Development Studies, Economy, International Affairs, Geography, Climate Change, Rural Development or other related fields or First University Degree with additional two (2) years of related work experience and/or trainings/courses.


Experience: At least 1 year of postgraduate relevant experience in financial inclusion & climate services.


Knowledge & Skills:
• Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools.
• Strong understanding of risk finance instruments (insurance, savings and loans groups, blended products).
• Knowledge of climate services, climate-risk management, and resilience frameworks
• Experience in project cycle management, contracting, and partnership management.

 • Ability to translate technical concepts for local stakeholders and vulnerable communities.
• Strong analytical skills and ability to interpret financial and climate-related data.
• Excellent communication, training, and facilitation skills.
• General knowledge of UN system policies, rules, regulations and procedures.
Languages: Fluency in both oral and written communication in both English and Portuguese. Capacity in at least one local language desirable.
