1. Project Background
The Multilateral Cooperation Center for Development Finance (MCDF) promotes high-quality connectivity infrastructure investment in developing countries through partnerships. MCDFâs work areas include project preparation, capacity building, and information sharing, covering the sustainable transport, energy, telecommunications, and cross-border water resource management sectors.MCDFâs key support mechanisms are the MCDF Collaboration Platform and the MCDF Finance Facility. The MCDF Collaboration Platform is guided by the MCDF Coordination Committee. It fosters information and knowledge sharing and collaboration among International Financial Institutions (IFIs) and partners to help ensure high-quality connectivity infrastructure investment based on IFI standards and good practices. The MCDF Finance Facility is overseen by the MCDF Governing Committee and provides grants to support the upstream development of bankable and sustainable connectivity projects.The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of MCDF and host of the MCDF Secretariat. The MCDF Secretariat provides daily operational support to MCDF. It is administratively established by, but functionally independent from, AIIB.The MCDF Secretariat is seeking a Social Media and Digital Content Specialist (Consultant) to lead the day-to-day management, strategic development, tracking, and continuous improvement of MCDFâs expanding social media presence and digital content and ensure their alignment with, and support for, MCDFâs broader communications and operational activities and objectives.
2. Objectives of the Assignment
Take MCDFâs expanding social media presence and digital content to the next level, further strengthening its impact, alignment with, and support for, MCDFâs broader communications and operational activities, and role in enhancing the visibility of MCDF, understanding of MCDFâs mission, and awareness of, participation in, and broader support for its work among donor countries and prospective donor countries, International Financial Institutions, beneficiary countries, and other partners and stakeholders.
3. Scope of Services
The consultant will lead MCDFâs social media and digital content management, strategy and planning, production, promotion activities, results assessments, and improvement responses, in collaboration with MCDF teams, partners, and stakeholders and under the guidance of the Senior Communications Officer. Key services will include the development of strategy and implementation plans; high-quality, coordinated, and impactful social media and digital content campaigns, and diverse output, including, but not limited to, corporate, explainer, interview, and virtual reality (VR) videos and event recordings; dynamic graphics and infographics; meeting and event branding and presentation templates; photographic content; print-ready digital publications; corporate communications materials; related projects; technical and resource management; and administrative tasks.

5. Implementation Arrangement
The consultant will conduct the day-to-day work at the office of the MCDF Secretariat in Beijing. There may be occasions when the consultant is requested to provide services off-site, such as during meetings, events, and special activities. Remote working for limited periods may be permitted, with the advance notification and consent of MCDF Secretariat management. The consultant will report directly to the MCDF Senior Communications Officer and be overseen by the MCDF CEO and the Senior Advisor to the CEO.

6. Support to the Consultant by the Bank
The MCDF Secretariat will provide office facilities, onboarding support, access to internal systems, and ensure timely provision of relevant documents and data necessary for the assignment.
7. Knowledge Transfer and Training
The consultant will bring MCDF a demonstrated high level of social media and digital content strategic planning and development, management, and technical skills, and results-oriented experience.
Qualification Requirement
⢠At least 12 years of relevant experience and a postgraduate degree in communications, marketing, political science, foreign affairs, or a related field⢠English fluency⢠Solid writing, editing, organizational, and interpersonal communications skills in a multilateral setting⢠Demonstrated strong knowledge of social media landscape, good practices, and emerging technologies, including the application of artificial intelligence (AI) resources ⢠High level of social media and digital content development, design, and production skills, with output to include deliverables such as corporate, explainer, interview, and VR videos and event recordings, dynamic graphics and infographics, meeting and event branding and presentation templates, print-ready digital publications, and corporate communications materials⢠Extensive experience creating and managing successful outreach campaigns and projects⢠Extensive experience coordinating with and working across operational teams, management, and diverse international partners and stakeholders ⢠Effective multitasking and excellent track record in meeting deadlines, in line with delivery goals and objectives⢠Experience managing vendors, technical procurement, budgets, and other administrative tasks⢠Knowledge of, and/or an interest in, foreign affairs, economics, development, or finance⢠Experience overseas or in an international organization, financial institution, or NGO
