Project Context and Scope

In Algeria, and in support of the Algerian government and in cooperation with all other involved partners, IOM implements interventions within the areas of assisted voluntary return of migrants, migration and development, resettlement and repatriation, family reunification, and assistance to vulnerable migrants.

Under the supervision of the IOM Chief of Mission (CoM) in IOM ALGERIA for administrative matters, and technical supervision and guidance of the Regional Medical Movement Coordinator, and the direct supervision of Migration health officer, the consultant will support IOM Algeria’s activities under the Assistance to Voluntary Return and Reintegration (AVRR) programme( MPRR…),ensuring safe medical movement of vulnerable migrants with special needs, covering prehostingevalutaions , fitness to travel procedures and medical escort service throughout their journey under IOM’s care, from predeparture through to handover upon arrival. 

Medical assessment (FTT/pre-hosting) and qualified medical escort are necessary to ensure safe, dignified, and humane return of vulnerable AVR beneficiaries. This is both medically and operationally justified. The Consultant is expected to carry out his/her duties in accordance with strictest moral, ethical, and professional standards and with due respect for gender and socio-cultural differences of the beneficiary(ies). During their ME duties the Consultant should remain flexible and adaptable in the event of any change in plans, as last-minute cancellations or changes to itineraries can occur.

Local Medical Escort
Payment shall be made upon full and satisfactory completion of all medical escort services and deliverables outlined in the TOR. The fee shall be paid as a lump sum amount /hourly fee for each completed local medical escort assignment, subject to verification and acceptance by IOM.

International Medical Escort
Payment shall be made upon full and satisfactory completion of all medical escort services and deliverables outlined in the TOR. The fee shall be paid as a lumpsum amountfor each completed international medical escort assignment, subject to verification and acceptance by IOM.

Responsibilities

Tasks to be performed under this contract
  • Core Functions (TOR)-Refer to Annex for details

    Secure swift and safe return of beneficiaries during scheduled movements as per identified needs.

    Prior to departure:

    1. Conduct pre-departure medical evaluations, fitness to travel assessment (Fit-For-Travel clearance) including pre-hosting assessments as requested for migrants under IOM care, particularly during outreach missions in the south of Algeria, in line with IOM procedures and guidance.

    1. In liaison with receiving missions share medical files to evaluate and confirm medical assistance on arrival and availability of medical care in the Country of Origin (CoO)        

    1. Undertake pre-departure preparations consisting of familiarization with beneficiary(ies) and medical files, seek specialist reviews as needed, discuss/plan with IOM medical team (country of departure), and share medical file with Regional Office for review, evaluation, and approval of travel and medical escort service clearance, particularly important for severe medical cases.1.

    In transit:

    1. Follow the MEP, regularly monitor the health status of escorted beneficiary(ies) and other beneficiaries in need of medical assistance. If necessary, provide emergency interventions in coordination with the airline crew, and if available, ground medical team. Record medical notes, observations, and interventions in a comprehensive manner, with appropriate frequency and detail.

    1. In case of significant deterioration of the beneficiary’s condition that results in travel deviation or a need for special reception arrangements, such as unplanned hospitalization, immediately notify IOM medical team staff in the sending and receiving missions and, if applicable, the transit mission. Stay with the patient until released by the IOM staff in sending or receiving missions, as well as the medical personnel assuming further care of the patient.

    Upon arrival

    1. At the end of the itinerary, hand over the escorted patients to a responsible entity. If a planned or emergency hospitalization is required immediately upon arrival or during transit, the handover should only be made to clinical staff at the hospital.

    1. Upon handover of the beneficiary(ies) to the receiving party, fill in the Migrant Handover Notification Form (MH06-D) and get it signed by the receiving party. Provide one copy to the receiving party and retain the other copy. Release the medical records and a copy of the Observation and Intervention Report (MH06-B) to the beneficiary(ies) or his/her guardian.

    1. If any special medical equipment, such as a portable oxygen concentrator (POC), was obtained for the beneficiary’s use during the movement from the POE to the FD, ensure that it is returned, or booked to return, to the IOM POE or an external service provider, as per instructions received before travel or at the POE.

Performance indicators for the evaluation of results
  1. a- Pre-Departure

  • All travel, medical, and escort documentation verified, complete, and valid prior to departure.

  • Medical case reviewed and coordinated with C/MHO & IOM MHD/RO , including specialist consultations where required.

  • MEDIF/MEDA approved by airline and travel logistics medically assessed and confirmed.

  • Medical Escort Plan (MEP) reviewed, clarified if needed, and signed, including contingency measures.

  • Fit-for-Travel (FFT) medical evaluation conducted and beneficiaries appropriately briefed.

  1. b- In Transit

  • Medical Escort Plan followed and cabin crew informed and engaged.

  • Beneficiaries continuously supervised, and medical condition monitored and documented.

  • Fitness-to-travel reassessed before each travel segment.

  • Appropriate medical interventions provided and emergencies managed in coordination with airline/IOM.

  • Immediate communication with IOM in case of medical deterioration or travel deviation.

  1. c- Upon Arrival

  • Beneficiaries safely handed over to appropriate receiving authorities or medical facilities.

  • Medical records, escort reports, and MH06 handover documentation accurately completed and transferred.

  • Onward travel arrangements clearly explained to beneficiaries or accompanying parties.

  • Medical equipment managed and returned as instructed.

  • All reports, equipment, and documentation submitted to IOM within one week.

  1. d- Upon return to duty station, ME should provide:

- Completed MH06 forms (A, B, C, D)

- TDY/Escort report

- Updated medical inventory

- Fitness to travel clearance

  1. e- Cross-Cutting

  • Full compliance with IOM medical SOPs and escort procedures.

  • Zero preventable medical incidents attributable to escort performance.

  • Professional, respectful conduct toward beneficiaries, families, and partners.

  • Effective coordination with IOM Operations and Medical teams throughout the assignment.

  • Confidentiality and data protection maintained at all times.

Qualifications

Required Qualifications and Experience

Education, Experience and/or skills required

    • University Degree in Medicine from an accredited academic institution.

    • University Degree in Nursing from an accredited academic institution.

    • Minimum of four years of clinical experience.

    • Valid certification in Advanced Cardiovascular Life Support (ACLS) and Basic Life Support (BLS).

    • Clinical specialty linked to the medical profile of the escorted beneficiary (advantage if: Emergency Medicine, Internal Medicine, Pediatrics, Neurology, Psychiatry, Anesthesiology, Cardiology or Pulmonology)

  1. Travel required : The role requires frequent travel, both domestically within Algeria and internationally, often on short notice to accommodate ad hoc cases.

Languages

Proficiency in English and French is required.

Working knowledge of Arabic is an added advantage

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
