PROJECT BACKGROUND

GGGI is implementing the Asia Low Carbon Buildings Transition (ALCBT) Project funded by the International Climate Initiative (IKI). The project aims to accelerate the transition toward low-carbon, energy-efficient, and climate-resilient buildings across Asia, including India.

In India, the project focuses on supporting government agencies and stakeholders in strengthening policies, developing pilot projects, building technical capacity, and promoting investment in low-carbon buildings and energy efficiency solutions.

To ensure effective day-to-day implementation and coordination of project activities, GGGI seeks to hire a Technical Consultant for a period of one year.

OBJECTIVES OF THE ASSIGNMENT

To achieve the project objectives, GGGI is looking for technical consultant to support the implementation, coordination, and monitoring of activities under the ALCBT Project in India, in accordance with the approved annual work plan.

The consultant will assist in technical execution, stakeholder engagement, activity planning, and reporting to ensure timely and quality delivery of project outputs under the supervision of India  Project Manager, ALCBT and under the strategic direction of India Country Representative.

DELIVERABLES AND PAYMENT SCHEDULE

The consultant must share monthly reports on the following outputs in alignment with the ALCBT Work Plan:

  • Conduct Technical Advisory Committee (TAC) and Project Steering Committee (PSC) including meeting coordination, technical input, and documentation including periodic updates to members
  • Support to BEAT Institutionalization and PMU Establishment in States including stakeholder coordination, technical inputs, and documentation
  • Compliance and Progress Reporting including inputs to annual, biannual, and mid-term evaluation reports
  • Support to Development of Bankable Low-Carbon Building Project Pipeline including building selection, BEAT analysis coordination, DPR inputs, and ESCO model support
  • Support to Capacity Building and Training Activities including coordination of training, university engagement, and documentation
  • Support to Green Finance Network (GFN) Activities including stakeholder mapping, workshops, and roadmap inputs
  • Support to Public Outreach and Knowledge Products including workshops, media inputs, and documentation
  • Contribute to activities related to university curriculum development.
  • Prepare and submit monthly project progress reports to the Regional Team.
  • Participate in review and coordination meetings, including monthly meetings organized by the ALCBT Regional Team.
  • Develop Terms of Reference (ToRs) for procurements under the IKI-ALCBT project.
  • Coordinate with and review activities carried out by ALCBT consortium partners.
  • Perform any other tasks as required under project needs and GGGI requirements.
EXPERTISE REQUIRED

1) REQUIREMENTS

  • Bachelor's degree in engineering / economics / environment /climate change from a recognized University in India or abroad (Post-Graduate in energy economics / energy management / advanced engineering /climate change / business administration would be an advantage)
  • Preferred minimum 5 years of post-qualification professional experience in energy and building sector, out of which 3 years must be in energy efficiency
  • Experience in (green) building, Energy Audits / ESCO program management / EE Financing / Technical consultancy/Program administration in Building and Industrial Sector
  • Certified Energy Auditor from Bureau of Energy Efficiency (BEE), India would be added advantage
  • Experience in dealing with multilateral, bi-lateral and developmental organizations
  • Experience in handling technical trainings, capacity building and hand-holding programs
  • Understanding of financing mechanisms for projects and experience in market assessments, feasibility studies, cost benefit analysis, stakeholder consultation etc

2) FUNCTIONAL

  • International experience in dealing with (green) building, Energy Efficiency & Climate Change projects
  • Substantial work experience in Central Govt./State Govt./Public Entities/Regulatory Agencies/ESCO dealing with energy conservation or energy efficiency
  • International / National Certifications related to Project Management; Energy Efficiency & Carbon Trading would be an advantaged
  • Demonstrated experience in writing of quality Proposals, Articles, reports, Blogs etc.
  • Good communication skills, both verbal and written in English language; Working knowledge in Hindi and any other foreign languages is an added advantage
