Organizational Setting and Reporting Relationship

The position of Senior and Finance Administration Assistant is assigned to the Indonesia Resident Mission (IRM) within the Southeast Asia Department. You will be based at our Resident Mission Office in Jakarta, Indonesia.

You will report to the designated technical international staff and officer.


Your Role

As a Senior Finance and Administration Assistant, you will provide support to the Finance and Administration team of IRM on finance and accounting, and general administrative and logistical support for office operations.


You will:

  • Prepare and verify vouchers, receipts, and other supporting documentation for IRM's financial transactions and process them in ADB's Financial Management Accounting System (FMAS).
  • Maintain accurate accounting records and provide periodic and ad hoc reports of IRM financial transactions relating to both operational and administrative activities following ADB's guidelines and procedures.
  • Process and account for disbursements of IRM operational and administrative activities including payment for contractual services, bank functions (e.g., deposits, withdrawals), and handling of IRM petty cash.
  • Facilitate payment for regional technical assistance/technical assistance (RETA/TA) and other related transactions and prepare the liquidation reports for projects with project officers and ADB Controller's Department Technical Assistance Section (CTLA-TA)
  • Assist the team in the preparation of annual and medium-term operational plans, administrative budgets, and other budgets for IRM.
  • Be the Alternate Budget Coordinator for IRM by recording and updating the annual and mid-year budget in the Budget Management Control System (BMCS). Monitor utilization to ensure that expenditures are accounted for and that deviations from forecasts are justified. Establish and maintain a computer-based information system for budget administration and monitoring.
  • Provide support in some IRM's human resources function, which may include updating personnel file for payroll. Provide support related to building and office maintenance, furniture and equipment maintenance that includes the selection and engagement of service providers, monitoring of quality and economic use of office supplies, and maintenance of inventories and stock of supplies.
  • Manage the organization, storage, and retrieval records within the office, which also include implementing record management systems, and facilitating the secure disposal of outdated or unnecessary documents.
  • Provide support in the preparation, administration, and monitoring of VAT exemption and restitution processes for institutional payment transactions.
  • Perform other related tasks as assigned by the supervisor.

Qualifications

You will need:

  • Bachelor's degree in accounting, finance, business administration or other related fields Having obtained a Certified Public Accountant (CPA) designation or other similar professional certification is desirable.
  • At least 5 years of relevant professional experience providing support to finance and administration in a large-scale organization. Experience working in large accounting firms and/or multi-lateral organizations is desirable.
  • Work experience handling finance and budget; human resources; or general administration.
  • Proficient in Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Familiarity with ERP software and videoconferencing tools (MS Teams, Zoom, WebEx).
  • Proven capability to interact with ADB stakeholders, i.e., ADB staff, government officials, and other development partners.
  • Proficiency in oral and written communication skills in English.

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Indonesia.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
