Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose of the Role
Under the Administrative supervision of the Protection Manager-GBVIMS and dotes technical supervision by the Protection Coordinator- WPE. The Protection Senior Officer - Learning and Assessment - will ensure all projects have SASA! together with learning and assessment tools and regular reviews. The role of the Protection Senior Officer - WPE Learning and Assessment - is to provide guidelines, coaching and technical support on SASA! together with the L&A system to sites where SASA! together has already been introduced or is newly rolled out.

Highlights of Key Responsibilities
Adhere to and dedicatedly promote the women, girl- and survivor-centered support approach, and the GBV guiding principles.
Ensure clients’ information is securely collected, stored and only shared on the need-to-know basis.
Provide SASA! Together learning and assessment training to IRC and Partner staff.
Lead learning and assessment for IRC Bangladesh especially SASA! Together methodology.
Ensure data inputs in regular and periodic reports and data base and prepare internal and external reports quantitative and qualitative reports for donors and sectors.
Through regular field visit and data analysis, prepare monthly monitoring reports to inform decision making
Prepare and update SASA! Together activity plans with collaboration of Sr. Protection Manager
Work with partners to track progress on action points related to SASA! Together implementation and activities.
Provide training to data collectors on research ethics, principle, and quality interview and/or data collection of baseline survey.
Close collaboration with MEAL to produce program quality outcome and document lesson learned.
Lead the periodic community assessment survey and institutional assessment survey to measure SASA! Together expected outcome.
Conduct community focus group discussions to capture insights, experiences and perspectives from women and men in the community—including positive shifts and any signs of backlash or risk to women.
Ensure quarterly data analysis and feedback session from the activity plan and report, the activity observation form and the community change tracker.
Develop ToR for different assessments, training, orientation, workshop.
Provide technical support for research studies.
Monitoring, Report writing and documentation:
Compile weekly data and narrative activity report for submission
Assist in compiling and submitting monthly data to the line Manager.
Assist in maintaining a clear and transparent filing system.
Assist in developing fact sheets and infographics and translations.
Prepare and submit weekly and monthly work plans in a timely manner and incorporate supervisor feedback as requested.
Undertake any other duties and responsibilities as assigned by the supervisor.
Others:
Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
Deliverables/KPI
Identify and raise the technical issues as identified during the SASA! together implementation.
Support the prevention officers and partner staffs using the L&A tools.
Data collection tools developed and used properly.
Provide L&A training to staff.
Conduct community assessment survey and institutional assessment survey.
Experience
At least 3 years of experience needed in the field of GBVIMS/ SASA! together with L&A / MEAL /or GBV/ Data analysis.
Professional experience in counseling and implementing activities for women and girls or proven engagement in women’s rights/groups is desirable, not essential.
Competencies: Knowledge, Skills & Abilities
Experience in GBV with a specific focus in supporting women and girl survivors of male violence
Extensive experience in data analysis, program monitoring, including designing monitoring systems, data quality assessments, survey techniques incl. sampling, qualitative investigation, and statistical analysis.
Demonstrated ability to coordinate complex activities, meet deadlines, and exercise sound judgment.
Exceptional analytical skills and proven skills in data management; and statistical analysis using SPSS/ STATA/ CSPro, or any other statistical application.
Excellent time management skills and resourcefulness with strong attention to detail
Demonstrated ability to maintain confidentiality and respect for clients all times is essential
Experience facilitating training and workshops and mentoring others.
Positive and professional attitude, including ability to lead and work well in a team setting.
Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

Familiarity with principles of monitoring and evaluation. Experience in writing brief narrative reports
Computer literacy, including Microsoft Word and Excel.
Fluency in English and strong English writing skills.
Professional Degree/ Certification
Master’s degree is preferred with relevant specialization in a quantitative field (e.g., Economics, Sociology, Geography and Environment, Anthropology, Statistics or from other social science groups)
Language Preference
People who are familiar with local culture and local dialects will get preference.
