Across its multisector program portfolio, IRC Libya works directly and in partnership, striving to increase and enhance its work in partnership through various modalities as appropriate, e.g., sub-granting, technical and organizational capacity sharing and support, program co-design, and/or joint advocacy. The IRC works with a diverse range of partners including e.g., other NGOs, civil society and community-based organizations, government ministries. The Partnership Excellence for Equality and Results System (PEERS) is a robust system encompassing the IRC’s policies, processes, guidance, and tools for working in and managing partnerships. Aligned with PEERS and the IRC’s Strategic Action Plan, IRC Libya is working to build on its existing collaborations to further identify and develop strategic partnerships in the design and delivery of interventions most responsive to the needs of crisis-affected and other vulnerable people in Libya.

SCOPE OF WORK: IRC Libya seeks an experienced, dynamic individual for the position of Partnerships Senior Officer. The Senior Partnerships Officer will report to the Grants & Partnerships Coordinator and support the effective management of IRC Libya’s partnership portfolio.

The role will focus on:

1. Supporting the administration and tracking of sub-grant processes across programs.

2. Assisting in the identification, assessment, and engagement of local partners.

3.Supporting compliance, documentation, and coordination in line with IRC PEERS standards.

4.Contributing to partner capacity strengthening efforts.

The position plays a key coordination and facilitation role, ensuring smooth communication between IRC teams and partners and supporting high-quality, compliant partnership management.

This includes playing a role in awareness and capacity building among IRC Libya staff and as a key contributor to program cycle management. The Senior Partnerships Officer will actively help identify and assess new partners aligned with IRC partnership strategies and priorities and co-lead partner capacity-building endeavors. The position is based in Libya and open to national candidates only.

DUTIES AND RESPONSIBILITIES:

1. Partnership Identification and Due Diligence

  • Support mapping and identification of potential local partners.
  • Conduct desk research and assist in stakeholder analysis exercises.
  • Support the administration of partner vetting and due diligence processes in line with PEERS.
  • Organize logistics for assessment meetings and review panels.
  • Support drafting of sub-award agreements using standard IRC templates.
  • Facilitate communication between IRC teams and partners during proposal development.

2. Sub-Grant and Partnership Management

  • Take primary responsibility for managing a portfolio of sub-grants.
  • Maintain the Partnership Tracker and ensure centralized, audit-ready filing systems.
  • Track partner deliverables: Reports, budgets, modifications, and compliance requirements.
  • Support organization of sub-award opening, review, and close-out meetings.
  • Liaise with partners to ensure timely submission of financial and narrative reports.
  • Conduct initial reviews of partner reports and share feedback with internal teams.
  • Support coordination of monitoring visits and follow-up on action points.
  • Document partner performance issues and escalate to the GPC as needed.
  • Facilitate partner feedback processes to strengthen collaboration.

3. Capacity Sharing and Development

  • Support development of Project Support Plans (PSPs) based on assessment findings.
  • Coordinate capacity-building activities, trainings, and mentoring sessions.
  • Assist in tracking implementation of partner support plans.
  • Support documentation of learning and best practices in partnership management.
  • Facilitate translation and summarization of partner documents (Arabic–English).
  • Support internal PEERS awareness sessions for staff as required.

4. Coordination and Compliance

  • Ensure adherence to IRC partnership procedures and donor regulations.
  • Support risk management processes and documentation.
  • Maintain organized records to ensure audit readiness.
  • Work closely with Finance, Supply Chain, HR, MEAL, and Program teams to ensure integrated partnership support.

JOB REQUIREMENTS:

  • Bachelor’s degree in Business Administration, International Development, Social Sciences, or related field required.
  • 4–6 years of relevant experience.
  • Experience supporting sub-grants and partnership processes in NGOs preferred.
  • Familiarity with donor compliance and due diligence processes is an asset.
  • Fluency in Arabic and strong English language skills required.
  • Strong organizational and documentation skills.
  • Ability to manage multiple tasks and deadlines.
  • Strong interpersonal and communication skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook).
  • High level of integrity and professionalism.

KEY WORKING RELATIONSHIPS: Key internal working relationships: GPC and grants managers; program managers; focal points from MEAL, Supply Chain, HR, Finance, and Access & Security teams. Externally: Existing and potential partners.
