INTRODUCTION OF THE POST
This post reports to the Special Representative of INTERPOL to the African Union (AU) and his/her Deputy. The incumbent is to assume the responsibility for:

  • the cooperation and liaison between INTERPOL and the AU with regard to relevant crime matters affecting Africa, including terrorism, maritime security, environmental crime, etc.
  • the general information related to regional law enforcement and crime combating efforts in the countries where INTERPOL supports operational activities and capacity building;
  • seeking support from the AU for regional and national level cooperation initiatives

These assignments are aimed at further developing the cooperation between INTERPOL and the AU in areas of mutual interest to improve the international and regional coordination of efforts to combat transnational crimes within Africa and between African and other parts of the world, and should be accomplished through conducting liaison work, developing and participating in the implementation of projects, the assessment of AU activities, participation in conferences, meetings and missions, initiating training activities and the drafting, editing of reports, and developing new initiatives.

The above must be carried out with a view of supporting INTERPOL's strategic and corporate priorities: Secure global police information system, 24/7 Support to policing and law enforcement, Innovation, capacity building and research, Assisting in the identification of crimes and criminals, Ensure organizational health/sustainability and Consolidate the institutional framework.

PRIMARY DUTIES

DUTY 1 - Prepare/assist with projects, analysis and programmes with particular emphasis on enhancing the tactical capability and capacity of member states in need of assistance.

• Promote the development of projects and programmes which improve the tactical capability and capacity of African Member States to combat international crime including terrorism;

• In the development and implementation of projects, programs and other activities related to the fight against transnational crimes, emphasizing compliance with human rights and other internationally recognized values;

• Contribute to the implementation of projects and programmes by following-up, in a timely manner, on action items which result from meetings/conferences.

DUTY 2 - Organize and participate in meetings and/or conferences.

• Represent INTERPOL at external meetings/conferences organized or connected to the AU;

• Responsible for the preparation and hosting of meetings and coordinating all related aspects;

• Prepare draft agendas, circular letters, invitations to specific speakers;

• Arrange facilities of meetings;

• Anticipate potential problems and recommend corrective action;

• Draft a final report of a meeting/conference;

• Prepare written mission reports and any additional documents as necessary;

• Write summaries related to areas subject to INTERPOL-AU cooperation;

• Present INTERPOL's mission in relevant AU agencies and other meetings;

• Receive visitors in order to discuss issues related to the cooperation between INTERPOL and the AU;

• Ensure that INTERPOL is actively included in key conferences and meetings relating to security and law enforcement matters organized by the AU and other regional organizations.

DUTY 3 - To identify AU activities relevant to law enforcement and security issues.

• Closely follow up any meetings organized and reports, documents issued by the AU in order to enhance the timely communication of relevant information to INTERPOL;

• Analyse pertinent information and disseminate as appropriate;

• Identify areas of common interest between INTERPOL and the AU and initiate and prepare joint programmes and projects between INTERPOL and AU;

• Carry out studies and prepare summary reports.

DUTY 4 - Carry out all other duties as may be directed by the hierarchy.

REQUIREMENTS
All candidates will be assessed on the under mentioned requirements. Please only include professional experience for which you can provide official proof of employment (i.e. pay-slip indicating your functional title, work certificates, etc.). Training/Education required
• Three-to-four years' university degree or other specialized higher education establishment (preferably in Law, Public Policy or Police Management);

• Suitable legal/Law Enforcement Training.

Experience required
• At least 3 years' experience in law enforcement;

• 10 years' experience is required if the incumbent does not have the minimum level of education required;

• Experience in international police cooperation;

• Experience working in an international environment would be highly desirable; either from previous employment in an international organization or from participating in e.g. international working groups, joint international projects, etc.

Languages

• Fluency in English and French is required;

• Fluency or proficiency in at least one other official working language of the Organization would be an additional asset.

Abilities required
• Solid computer knowledge including knowledge of Office Suite and Internet;

• Outstanding ability to communicate effectively in writing and orally;

• Think/plan operationally and strategically;

• Transform initiatives into new working practices;

• Prepare written documents and visual presentations that meet professional standards;

• Give presentations about INTERPOL's functions and services;

•  Independently analyse complex/large volume of material;

• Work within a multi-faceted team concept;

• Work well under pressure and meet sudden deadlines;

• Willingness to work overtime when the situation dictates.
