Product 1: Epidemiological database One or more epidemiological databases modeled based on the defined data sources and selected datasets for the dashboards, taking into account identified integration challenges. The databases shall be cleaned, normalized, and delivered in an editable format, with appropriate documentation. Product 2: Data analysis code (Epidemiological) Technical document containing code (preferably in Python or R) for processing and analyzing the epidemiological databases developed or updated under this consultancy. The code shall be documented and presented in RMarkdown or Jupyter Notebook, format, including explanations of methods, outputs, and analytical steps. Product 3: Obid dashboards (Epidemiological) Design, development and publication of Power BI dashboards on the Obid platform, in accordance with its visual identity and agreed analytical requirements. Product 4: Trend analysis report on drug epidemiology and related data Based on the databases developed and analyzed during the consultancy. The report shall present key trends, patterns, and analytical findings derived from exploratory data analysis and predictive modeling, with a focus on epidemiological and forensic-related indicators. Product 5: Obid Data Analyst Guide A guidance document for Obid data analyst outlining the methodologies, processes, minimum parameters, and institutional decisions related to data integration, modeling, analysis, and visual presentation, ensuring replicability and institutional memory. Product 6: Forensic database A forensic database cleaned, processed, modeled, and normalized based on forensic report data extracted by IT specialists designated by the project, in line with the analytical objectives of this consultancy. The database shall be delivered in an editable format with appropriate documentation. Product 7: Data analysis code (Forensic) Technical document containing code (preferably in Python or R) for processing and analyzing the forensic databases developed or updated under this consultancy. The code shall be documented and presented in RMarkdown or Jupyter Notebook format, explaining methods and outputs. Product 8: Obid dashboard (Forensic) Design, development and publication of Power BI dashboards on the Obid platform, in accordance with its visual identity, based on the forensic database delivered under product 6. In addition, a technical report describing the dashboard development process shall be delivered, including an assessment of agreed workflows, dashboard limitations, best practices, and recommendations for future updates. Product 9: Final consultancy report A final consultancy report summarizing all activities and outputs, including links to the developed databases and published Power BI dashboards, key analytical findings, recommendation for improvement, and a record of institutional data sources and focal points.

Duties and Responsibilities

Under the supervision of the UNODC SynthCoop Project team and in close collaboration with Senad, within the framework of PNIDD, the Consultant will perform the following technical activities: Identify relevant data sources for the extraction and comparability of epidemiological and related drug data; Assess possibilities for standardization of data originating from different epidemiological data sources; Create, model, clean, and normalize a unified database for specific use by Obid, taking into account identified integration possibilities; Clean, process, model, normalize, consolidate, and document forensic report databases extracted by IT specialists designated by the project, ensuring aligment with the analytical purposes of this consultancy with updates performed in accordance with data availability and as agreed with the Project Team; Validate data integrity, accuracy, and completeness, and identify and address data quality issues or other discrepancies; Conduct exploratory data analysis using agreed analytical and statistical techniques and prepare analytical reports presenting findings and conclusions; Design and develop interactive data visualization dashboards in Power BI for public dissemination on the Brazilian Observatory on Drugs (Obid) platform, incorporating its visual identity and addressing stakeholders with varying levels of technical knowledge; Define and implement procedures for the regular updating of interactive dashboards in accordance with data availability; Ensure proper attribution of data sources and compliance with the General Data Protection Law (LGPD) and the Access to Information Law (LAI); Deliver all outputs in editable format and maintain appropriate documentation and records of raw data, modeled databases, dashboards, and quantitative and qualitative reports; Develop a guidance document outlining methodologies, processes, minimum parameters, and institutional decisions related to data integration, modeling, analysis, and visual presentation, ensuring documentation, replicability, and institutional memory; Participate, as required, in periodic coordination meetings with Obid, PNIDD, and UNODC teams to report on progress, challenges, and necessary adjustments in line with the assignment’s implementation timeline.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in Data Science, Computer Science, Statistics, Economics, Social Sciences, Public Health, or related fields is required. A first-level university degree in similar fields combined with two (2) additional years of qualifying experience will be accepted in lieu of the postgraduate degree. Limited experience in data analysis and the creation of data dashboards is required. Experience with the use of Power BI is required. Experience with Python or R together with libraries focused on data analysis (for example, pandas for Python and dplyr for R) is desirable. Experience with database integration and modeling (SQL, NoSQL, APIs, etc.) is desirable. Experience in epidemiology and in the use of DATASUS databases is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Portuguese is required. Knowledge of another United Nations official language is an advantage.
