About this position
We are looking for a strategic, proactive, and execution-oriented Project Pipeline Development Consultant. As Project Pipeline Development Consultant, you will originate, shape, and advance a pipeline of viable, market-ready projects under the ONE Caribbean Project Preparation Coordination Mechanism (PPCM), combining proactive outreach and engagement with early-stage project execution and acceleration responsibilities to ensure continuity from concept development through initial implementation.
You will work in the ONE Caribbean Project Preparation Coordination Mechanism (PPCM) team, part of the ONE Caribbean Regional Program within the IDB Group. This team is responsible for catalyzing public and private investment across eligible Caribbean countries by building, strengthening, and advancing a disciplined pipeline of high-quality projects, while ensuring momentum is maintained as projects move from origination to early execution stages.
What you’ll do
Under the supervision of the ONE Caribbean Unit Chief and in close coordination with the ONE Caribbean Unit, CCB, Country Offices, and IDB Group Project Preparation Partners, the Consultant will perform the following functions:
- Originate and screen project opportunities aligned with ONE Caribbean priorities across public, private, and PPP modalities. Serve as a first point of contact for prospective sponsors, guiding eligibility, strategic fit, and preparation pathways.
- Engage national, regional, and private sector stakeholders and support targeted outreach to build a high-quality pipeline.
- Support and, as needed, represent PPCM in regional and country level events, forums, and investment platforms.
- Prepare briefing materials and articulate the PPCM value proposition to identify and advance follow up opportunities. Track post event leads and ensure systematic follow up into the pipeline.
- Support sponsors in shaping and refining Concept Notes in line with PPCM criteria and guidance. Screen early project ideas to improve quality at entry and reduce downstream rework.
- Coordinate with Country Offices to ensure alignment with national priorities and conduct preliminary due diligence.
- Maintain oversight of early stage pipeline projects, tracking milestones and identifying risks of delay.
- Support stakeholder follow up to ensure timely responses and early issue resolution. Facilitate handoff of viable projects to execution focused resources and Project Preparation Partners.
- Maintain structured records of outreach, leads, and pipeline status. Produce concise pipeline summaries highlighting conversion trends and bottlenecks.
- Capture market intelligence to inform PPCM strategic adjustments.
What you'll need
Education: Master (or equivalent advanced degree) , in economics, finance, corporate finance, public policy, development studies, international relations or other fields relevant to the responsibilities of the role.
Experience: 10 years of progressive experience in spanning project development, investment promotion, development operations, or pipeline management.
Languages: Proficiency in English, spoken and written, is required. Additional knowledge of Spanish French and Portuguese is preferable.
