Programme Finance provides cost effective and timely partnering services to the UNDP Country Office (CO) to maintain the sound financial management of and responsible resource allocation for its development programme and projects. Programme Finance provides support to development project teams to ensure appropriate and adequate budgeting for projects, monitoring of budgets to identify gaps against allocations, and financial reporting to CO management to promote transparency and informed decision making.   

Key Duties and Accountabilities

Ensures administration and implementation of programme/operations and financial management strategies, adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules and regulations and other relevant policies on financial recording/reporting system and follow-up on audit recommendations; implementation of effective internal controls, proper functioning of a client-oriented financial resources management system.
  • Provision of inputs for implementation of cost-saving and reduction strategies in consultation with the office management.
  • Preparation of cost sharing, and trust fund agreements, follow up on contributions within the CO resource mobilization efforts.

Provides effective support to management of the CO programme including HACT compliance, administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:

  • Presentation of information for formulation of country programme work plans, budgets, proposals on implementation arrangements and execution modalities. Entry of data of new grants and monitoring of their status.
  • Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
  • Accuracy verification of Combined Delivery Reports.
  • Provision of information for the audit of NIM/DIM projects, implementation of audit recommendations.
  • Implementation of the control mechanism for development projects through monitoring of budgets preparation and modifications.
  • Working with programme officers and projects to ensure HACT compliance (HACT focal point)
  • Tracking and reporting on mobilized resources.
  • Preparation of reports.
  • Prepares cost-recovery plan and ensures its delivery by elaboration and implementation of the income tracking system and follow up on cost recovery.

Provide accounting and administrative support to the Finance/Operation Unit.:

  • Prepare financial reports including DES calculation.
  • Support in preparing the Internal Work Plan (IWP).
  • Continuous analysis and reporting of key performance indicators and dashboards related to finance (payroll exceptions, outstanding invoices, etc.), reporting statuses and coordinating with office to resolve exceptions.
  • Acting as a liaison to foster necessary synergies between Operations and Program Units for improved office compliance and performance.
  • Ensure proper control of the supporting documents for payments invoices and proper document management including systematic archiving. 
  • Take timely corrective action on unrecorded invoices, including invoices with validation errors, matching exceptions and/or unapproved invoices.
  • Prepare and process all types of invoices for projects and on behalf of non-ERP agencies.

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Systematic gaining and sharing of knowledge and experience related to programme finance management.
  • Organization of training for the office staff on programme finance related issues.
  • Synthesis of lessons learned and best practices in programme finance.
  • Sound contributions to knowledge networks and communities of practice.

Requirements

Education

  • Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP). No UNDP Accountancy and Finance Test (AFT) required. 
  • Candidates with no professional accountancy qualifications but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited. However, UNDP Accountancy and Finance Test (AFT) is not required
  • Candidates with no professional accountancy qualifications but with relevant experience must successfully undertake UNDP Accountancy and Finance Test (AFT) before shortlisting and must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited.

Experience, Knowledge, and Skills

  • 6 years (with high school diploma) or 3 years (with bachelor’s degree) of progressively responsible finance and accounting experience at the national or international level is required.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheets and web-based management systems such as ERP financials and database packages.
  • Knowledge of IPSAS and/or IFRS is required. 

Language Requirements

  • Fluency in English and Spanish is required.
