BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Mozambique, with an estimated population of 34 million people, is classified as a lower-middle income country, ranked 182 out of 193 countries on the Human Development Index. Mozambique is one of the most disaster prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuate a cycle of vulnerability and emphasize the need for adequate disaster preparedness, prevention and management.
The overall objective of WFP in Mozambique is to support the government in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national priorities, WFP Country Strategic Plan (CSP) 2022-2026 aims to support emergency response as well as long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique. In line with its corporate strategy, WFP Mozambique strives to meet the needs of the vulnerable populations with the most effective support, be it in-kind food, cash, vouchers or a combination of different modalities. To ensure assistance reaches the right beneficiaries at the right time, WFP ensures adherence to the highest assurance standards, investing in digitalization of assistance, beneficiary verification and registration, and reconciliation processes. WFP works with national and sub-national institutions, local and international partners to reach the most vulnerable people and to strengthen national capacities to anticipate, withstand and respond to shocks.

ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Head of Programme, the Head of Programme Enablers will be responsible for the following key duties:
▪ Supervise three dedicated teams, i.e., Cash-Based Transfers (CBT), Identity Management (IDM) and Operational Partnerships (OP).
▪ Provide technical and strategic guidance to the CBT, IDM and OPU teams to ensure compliance with corporate guidance and policies and promote efficiency.
▪ Lead cross-functional coordination at different levels (Field Offices, Country Office, HQ) to enable the design and implementation of the CSP activities and advice on the most suitable approaches and tools based on needs.
▪ Act as escalation point for Heads of Field Office and Activity Managers for complex query resolution, providing solutions to overcome bottlenecks and enabling effective and timely implementation of programme activities.
▪ Act as the Data Protection Lead in Mozambique CO, in coordination with the Global Privacy Office (GPO), Programme Managers, Head of Units and in close collaboration with TEC Unit.
▪ Lead timely implementation of audit and oversight recommendations by coordinating with relevant functional units and teams.
▪ Provide guidance to the CBT Team Lead on leading the Secretariat of the internal Cash Working Group (iCWG). Liaise with functional units and iCWG Chair (Deputy Country Director) to identify urgent/important topics for discussion, guide the technical teams in the preparation of the agenda items and facilitate the discussions, including by providing technical and strategic advice.
▪ Establish and maintain operational and strategic partnerships with external stakeholders (including UN, NGOs and government) to support advocacy efforts and to identify opportunities for collaborative approaches and initiatives that improve assistance packages and strengthen national systems, in the areas of responsibility.
▪ Identify learning needs for WFP’s and partners’ staff and develop training modules for different audiences.
▪ Analyze data (including financial data) to inform decision making. Contribute to donor reporting and internal reporting exercises, ensuring accuracy of data.
▪ Lead the elaboration of strategies and plans to operationalize CBT and IDM approaches in line with priorities set in the Country Strategic Plan.

▪ Other tasks as needed.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
• Master’s degree in a relevant field (international relations, management, business administration, Information Technology, humanitarian assistance, political science, or another relevant field) or relevant professional experience.


Experience:
• At least 5 years of relevant professional experience in humanitarian and/or development work with international organizations or equivalent private sector experiences.
• Field experience in emergency operations (especially if implemented through CBT), beneficiary data management, and cooperating partners management.


Technical Skills & Knowledge:
• Demonstrated experience in project management and multi-stakeholder coordination.
• Ability to lead and coordinate the work of technical experts, providing guidance and oversight.
• Strong analytical skills.
• Ability to conceptualize and clearly synthesize information for non-expert audience.
• Strong oral and written communication skills.
• Result-driven attitude which translates into ability to work within tight timelines, under pressure, and managing multiple priorities simultaneously with minimum supervision.
• Proactive attitude towards partnership combined with good leadership skills and excellent interpersonal skills.

Language:
• Fluency in oral and written English.
• Working knowledge of Portuguese is an asset.
