With immediate effect, MSF-Operational Center Amsterdam is looking for a:
Telecommunication Specialist (flying)
70% in country programs
Remote working is possible and the local salary grid will apply
The Telecommunications Specialist provides telecom support to different program countries and contributes to the installation of effective and efficient telecom setups.
Main Responsibilities
You provide hands-on and on-site specialised expertise and support to program country teams, by performing the following duties:
Advise the coordination on: The choice of most efficient telecom equipment and their configuration, plus Identification of the roles and responsibilities of the staff in the mission
Audit radio and satellite telecom setup of the missions to advice and support local improvement and compliance to standards
Support in writing/updating the country specific communication hardware/ telecom policy covering the setup and use of analogic and digital Radiocom equipment (HF and VHF transceivers, antennas, repeaters), portable Satcom equipment (Thuraya, Inmarsat, Iridium, BGAN) and movements trackers
Generate/Update the telecommunication Standard Operational Procedures (SOPs) and execute installation of improved telecom systems directly
Organize and deliver trainings (classroom and on the job) to the logistics staff in order to support the implementation of policy, SOPs, and good practices in the country
Ensure optimal performance of the telecom equipment in the mission i.e repairs, maintenance and configuration are done according to recommended practices
Analysing the current situation in country programs, designing, and supervising the installation of improved telecom systems
Assess local market for availability of quality spares, supplies and equipment; assess the quality of local / regional service providers (i.e. maintenance, repairs, preventive servicing, training, etc.)
Contribute to the empowerment of country program staff in charge of the local support (ITC officers) - identifylearningneeds and opportunitiesto cover gaps, lead actions tostrengthen the capacity of the staff (throughwebinars, video shooting, distance training/mentoring, setup and moderation of community of practice and trainings during country program visits)
Adhere to MSF-OCA Field Consultancy Guideline (ToRs, Reporting)
Support or join country program deployment during onset of technical and/or operational emergency
Perform country programs support visits/consultancies (70% of the time)
Duties not specific to country program support visits/consultancies:
Follow-up support request from country program users (e.g. trouble shooting, repairs, configuration)
Provide second line support to country programs (when required)
Development of documentation and guidance
Coordination between country programs and airtime providers for provisioning, troubleshooting, and management
Maintain and monitor online platforms/portals for management of devices and telemetry
Support development of novel technical solutions
Candidate Profile
A minimum of 3 years professional experience involving the technical management of radio telecom infrastructure
Experience as a radio amateur is highly desirable
Previous overseas work experience in humanitarian assistance (MSF or similar) experience is a strong asset
Ability to work independently with minimum and/or without supervision
Excellent communicator and stakeholder engager, capacity to build and maintain a professional network relevant for the organization
An excellent command of the English language (French is a strong advantage)
Strong knowledge and experience with telecom infrastructure and devices (Bgan, VSat, Tel Sat, Radio PMR, AIR BAND, HF, VH, Satcom, mobile network…)
Expertise in digital radio and mobile embedded systems is an advantage
Ready to spend 70% of the time in program countries.

A challenging and exciting position in an international environment, with frequent travels to program countries.
A contract for 1 year with a renewal option (subject to satisfactory performance and funding continuity) based on a full-time appointment (40 hours/week). This position is graded within the IRFFG level 3 – International Reference Field Function Grid, MSF International.

The contracting section will depend on the country of residency between missions. The local labor law, contract, and salary grid will then apply.
The role requires 70% of the time to be spend in country programs, and 30% working from home. We can only contract residents of one of the countries where MSF has an office (subject to terms and conditions of the local salary grid and labour laws).
