The Emergency Support Department (ESD) is part of the operations department and plays a key role in responding to humanitarian emergencies. The ESD consists of a headquarter based Emergency Desk (E Desk) of managers and an Operational Support Team (OST) of advisors and officers, and an Emergency Team of approximately 24 medical and non-medical profiles deployed in different emergency responses. The E Desk conducts exploratory assessments, initiates and manages large scale or complex interventions to support people in precarious situations. The E Desk provides support to existing country programs and the wider organisation to promote and improve emergency preparedness and response capacity.

(The position will be recruited on the basis of the level/background of the person: LogCo, Deputy LogCo, and LTL profiles encouraged to apply. For the Operational Center Amsterdam, “Logistics” refers to both technical logistics and supply management, supply including also medical supply management responsibilities)
As a member of the Emergency Team, your role is to provide emergency response capacity within (potential, new, or existing) country programs. This typically involves supporting ongoing programs by filling key positions or responding to new emergencies as needed. These responses may be managed by the Country’s Management Team or directly overseen by the Emergency Desk, depending on the specific circumstances.
Emergency team members spend about 90% of their workdays (excluding holidays) in country programmes and approximately 10% at headquarters (or working from home) for briefing/debriefing/trainings/working on specific tasks.
Place in the organisation
Overall: reports to an Emergency Manager of the Emergency Support Department (ESD) in Amsterdam.
During country programme assignments, the direct hierarchical reporting line may be under the Head of Mission of the country management team (CMT), the Emergency Coordinator (EmCo) or directly to the Emergency Manager in Amsterdam, depending on the set up where assigned.
Reports functionally to the HQ based Operational Logistics Advisor.
Objectives and characteristics of the role
This role aims to provide logistics emergency response capacity in (potential, new or existing) country programmes. You ensure the correct planning, design and implementation of an effective logistical response. You monitor the logistics activities and programs in MSF emergency projects, coordinate the logistics team and all material-related resources needed for humanitarian and medical impact. You are well-versed with MSF standards to ensure the quality, efficiency and consistency of the logistics set-up.
As a member of the Emergency Team, when not on assignment in a country programme, you may be asked to contribute to office-based emergency support activities including scanning, emergency preparation, guideline maintenance, MSF trainings, desk studies, assessment preparations, organization of emergency/grab stock or other related activities as needed.
Main Responsibilities
According to your profile and the operational needs, you will find yourself functioning as a logistics coordinator, deputy logistics coordinator, or LTL in countries dealing with humanitarian emergencies. As a member of the country or project management team, you will be responsible for the development of the logistical intervention strategy and-response, to achieve the objectives of said strategy, and to ensure the quality of the implementation with regards to the logistical organisation of emergency projects.
You need to be able to:
Carry out assessments and exploratory missions focusing on logistics in countries without prior MSF presence or projects of emergency.
Prepare, plan, implement, monitor and report on logistics activities
Set up a medical supply chain and implement proper management of medical supplies
Contribute to the development of an intervention strategy in emergency project or country responses
Function as manager or team leader in emergency projects or existing projects (interim) or as coordinator at capital level (being part of country management team)
Support in opening/closing projects/country programmes
Where relevant, represent MSF as part of coordination platforms and -bodies (clusters)
Contribute to the development and implementation of guidelines, technical innovations, training programmes and evaluations linked to emergency interventions
Candidate Profile
Essential:
At least 18 months country programme experience with MSF in LogCo/Deputy LogCo/LTL roles with OCA logistics experience.
Country programme experience in at least 2 different kinds of projects/interventions, of which at least one was an emergency project or one in a highly insecure setting
Experience in medical supply management (stock management and order processes), especially in emergencies
Proven experience in at least 4 of the 8 categories below:

Experience with management of large teams: coordinating and supervising , coaching and providing support

Fluency in English

French, Spanish and/or Arabic language level min B2
Experience with logistics management/coordination of a variety of MSF response, in one of the more general emergency settings: mass vaccination, measles, cholera, VHF, malnutrition, displacement and/or camp settings, natural disasters or conflict & violence contexts.
Experience with security management and security implementation
