The Norwegian Refugee Council (NRC) has been working in Ukraine since 2014. Following the escalation of conflict in February 2022, NRC rapidly scaled up its operations across Ukraine and neighbouring countries. NRC’s humanitarian response is focused on an integrated approach that combines its programming expertise (Core Competencies) of Shelter, Education, Protection from Violence, and Information, Counselling and Legal Assistance (ICLA). 

ICLA Technical Officer will operate within the framework of the Norwegian Refugee Council (NRC) and be stationed at the Office of the Ombudsman of Ukraine. The position is established to provide specialized legal expertise in safeguarding the rights and freedoms of individuals affected by the war. Key responsibilities include preparing information 2 materials and legal clarifications, drafting proposals and letters in the field of rights protection, analysing regulatory and legal acts, and preparing recommendations or positions on draft legislation submitted to the Verkhovna Rada, the Cabinet of Ministers, and other local and state bodies. The role also covers preparing analytical reports, reviews, and cooperation proposals with non-governmental organizations, international partners, and authorities.
