Overview of positionNational MA Extenders are expected to carry out a range of duties, as outlined below, to support management accompaniment, and monitoring functions, and programme implementation.
Those duties, which are described in detail below, do not include programmatic or financial authority. Extenders are identified among Afghani citizens with specific expertise and a thorough knowledge of the territory in which they operate, based on their residency and/or work experience.
Technical activities:
Provides support on developing data packs and reports required for the HER SPs’ performance management and review the “data packs” include verified HMIS on key P4P indicators, TPM data (HMIS verification, Functionality Assessment, Quantified Quality Checklist), etc.
Support Regional MA Extenders to conduct and facilitate the Quarterly Performance Review meetings at provincial level involving the relevant stakeholders.
Contribute to development of procedures, and guidelines to be used for performance management in accordance with the revised MA approach.
Provide technical support to SP focal points and Regional MA Extenders on assessing the management capacity of the SPs at provincial level to identify the gaps to be addressed in the provincial Performance Improvement Plans (PIP).
Compile technical communications using the inputs from technical partners operating in the province and send them to the provincial SP team and our client Health team at zonal and ACO levels.
Support the capacity building of SPs to help them understand and meet the performance benchmarks outlined in the HER Performance Management Framework, including P4P and QQC.
Provide technical inputs to develop/improve SP Performance Dashboard (at national level) to understand the sectorial performance in the BPHS and EPHS.
Work closely with the our client zonal team including Regional MA Extenders, to implement the assigned tasks to reflect results and lessons in HER performance management.
Coordination:
Ensure effective coordination of MA activities with our client Health Specialist at the zonal offices and Regional MA Extenders.
Assist the Performance Improvement Consultant in developing monthly updates and Quarterly Performance Review reports.
Participate in all MA related meetings including check-in with Regional MA Extenders and keep the records.
Monitoring:
Support Regional MA Extenders and SPs on tracking PIP progress at the field level.
Provide technical guidance and monitor the Regional MA Extenders in carrying out their duties, including development of data packs, provision of analytical services and facilitation of performance reviews for each portfolio.
Conduct field visit with the Regional MA Extenders and SP’s technical team to ensure that the set performance requirements are met and produce a field mission report in time.
Reporting:
Provide performance review report of related provinces/SPs to our client teams
Report field-based updates to our client’s Performance Improvement Coordination and Follow up consultant and our client ACO team on a weekly basis.
Review the performance review reports in all zones/provinces and provide feedback and follow up.
Assist in compiling recommendations from the Quarterly Performance Reviews related to remedial actions and follow up with the concerned SPs and partners.
Document and disseminate best practices and success stories.
Maintain a record of communication with the SPs.
Other duties:
Provide technical and administrative support requested by our client.
Contribute to other relevant tasks and reports associated with the SPs performance.
Relevant tasks as assigned by supervisor.
Provide performance review report of related provinces/SPs to our client teams

Having a degree/diploma in health, medicine, public health, nursing, midwife or related field.
A Minimum of five years of experience in health, medicine, public health, nursing, midwifery or related field, including BPHS/EPHS implementation, and/or performance management.
Familiarity with the performance management and review system implemented under the Sehatmandi and others project is desirable.
Experience of working on quality improvement, data collection, analysis, and data use
Excellent communication skills for effective collaboration with healthcare professionals and stakeholders.
Proven ability to contribute to the enhancement of health programs through data-driven insights.
Reporting, monitoring and coordination skills
Prior experience and success working in similar or larger international donor-funded projects.
Proven record of aligning diverse, multi-disciplinary teams with project mission and vision.
Demonstrated ability in, conflict management, team building, supervision, written and oral communication, and negotiation skills.
Proven analytical and data use skills, preferably in performance management.
This role has no team management responsibility.
