Overview of position
  • Through the Health in Emergencies (HiE) programme, our client works with government and partners to maintain the continuity of critical health services, reduce preventable morbidity and mortality, and strengthen system readiness and resilience in crisis-affected settings. The HiE programme is a core component of our client’s humanitarian health response, supporting the delivery of integrated emergency health services, disease outbreak preparedness and response, and continuity of primary health care in hard-to-reach and high-risk areas. Central to this response is the use of timely, reliable, and disaggregated data to inform operational decisions, prioritize the most vulnerable populations, and adapt interventions in rapidly changing emergency contexts.

  • Despite sustained efforts, Afghanistan continues to face recurrent and overlapping emergencies that severely disrupt health service delivery, particularly in remote, conflict-affected, and disaster-prone areas. While a significant volume of emergency health, service delivery, surveillance, and partner reporting data is generated through multiple systems and sources, these datasets are often fragmented and under-utilized for real-time analysis and response. Strengthening the systematic collection, consolidation, triangulation, and analysis of Health in Emergency data is therefore critical to identifying service gaps, priority locations, and key operational bottlenecks.

  • To enhance evidence-based emergency response and support effective programme implementation, the Health Section requires a dedicated Health in Emergency (HiE) Data Extender. The Extender will work closely with the HiE, Monitoring & Evaluation (M&E), and Information Management teams to support routine and emergency data management, analysis, and visualization. This role will contribute to identifying high-risk populations and underserved areas, tracking emergency health service coverage, monitoring partner performance, and generating actionable insights to inform planning, resource allocation, and response adjustments in line with the assigned work plan and deliverables.

Role objectives

Objective:

  • To ensure the timely collection, compilation, triangulation of data and analysis is done to identify emergency areas and key bottlenecks. The extender will work closely with the zonal health and emergency and Monitoring & Evaluation (M&E) teams to analyze the data and provide regular inputs to strengthen the health in emergency program.

  • The selected candidate will also support national coordination efforts through the National Oxygen Working Group, co-led by WHO and our client. Responsibilities will include facilitating workshops, conducting data analysis, and contributing to the national oxygen capacity assessment in collaboration with WHO. A unified, evidence-driven strategy is essential to maximize the impact of investments, prevent duplication, and build a sustainable oxygen delivery system in Afghanistan that supports both routine and surge health needs.

Key tasks:

  • Collect, review, and validate monthly data from provincial Data Extenders and implementing partners.

  • Conduct regular follow-up with provinces to address missing or inconsistent data.

  • Consolidate and compile national-level reports to Health in Emergency Unit.

  • Support digital tools and platforms; excel, DHIS, HMIS, Power BI.

  • Provide technical support to biomedical extenders.

  • Participate in review meetings, coordination calls, and data analysis sessions.

  • Support emergency data collection tasks as required.

  • Support health cluster data, HUB and monthly/weekly following up on emergency situations.

Deliverables: 

  • Verified and cleaned national dataset submitted monthly/weekly/daily.

  • Updated data completeness and accuracy tracker.

  • National consolidated report submitted.

  • Updated dashboards and documentation.

  • Capacity-building / follow-up reports.

  • Meeting notes and action points.

  • Emergency data submissions.

  • Timely and verified emergency data submissions (weekly/monthly).

  • Updated health cluster/HUB data trackers with national-level inputs.

  • Summary notes on emergency trends, follow-up actions, and coordination updates.

Project reporting

This role reports to Health Manager.

Key competencies
  • Degree in Public Health, Statistics, M&E, Computer Science, or a related field.

  • Previous experience in health data management.

  • Strong interpersonal and communication skills.

  • Fluency in local languages; English is an asset.

  • Knowledge of data tools (DHIS2, Excel, KOBO toolbox, ONA, ODK…)

Team management

This role has no team management responsibility.
