Working context

Present in Lebanon since 2006, WeWorld goal is to increase the population’s resilience in the governorates of Baalbek-Hermel and Akkar, through interventions in Multi-Sectoral Emergency Response Program, Food Security, Livelihoods, Water Governance and Local Economic Development. WeWorld long-lasting operational presence secures access to the areas of implementation, coupled with a comprehensive understanding of the needs of IDPs, refugees and host communities residing in the area.

WeWorld’s operational capacity in Lebanon includes +50 staff members deployed in four office, and one warehouse for emergency items.

Despite increasing attacks, WeWorld continues its program delivery and the setting up of a tailored emergency response. WeWorld is currently developing a contingency plan to ensure business continuity, and at the same time it is planning to develop a contingency plan to respond to the newly emerged needs of the groups most affected by the conflict.


Purpose of the Role

Under the line management of the Country Representative, the Country Emergency Coordinator will provide support in direct oversight and offer technical and strategic leadership for WeWorld’s emergency response in Lebanon. The role includes the design, supervision and management of program activities and emergency funds. Additionally, the Country Emergency Coordinator develops WeWorld's emergency program strategy, ensuring linkages and coherence with WeWorld protocols, standards, and procedures. The Country Emergency Coordinator will also assist in liaising and coordinating with all relevant stakeholders involved in the Lebanon Humanitarian Response, as well as with relevant donors and local authorities. Collaboration and coordination with all members of WeWorld’s Lebanon Team are integral aspects of the Emergency Coordinator's responsibilities.


Main functions and duties

Program Implementation

·Contributes to developing and updating strategy, Standard Operating Procedures and Contingency plans for the emergency response at country level.

·Ensures quality compliance with all donor proposals, budgets and donor reports related to Emergency response.

·Ensure high technical quality program management of the emergency response at country level.

·In close collaboration with the Project Managers/Emergency Technical specialists, contributes to the development of need assessments and strategic response activity plans.

·Co-leads on proposal writing for emergency grants, and additional project top-ups related to emergency programming.

·Supports on ensuring compliance and adherence to WeWorld policies, guidance and procedures.

·In case of emergency in Lebanon, leads the emergency response, including directing rapid need assessments, organizing workplans, and reorganizing country human resources as needed into an Emergency country team and managing the relevant responses for the affected population.

·Provides supervision, direction and guidance to Emergency country team, including monitoring and evaluating the performances and identify nexus needs.

Representation

·Ensures representation of WeWorld in relevant Sector/Clusters working groups and Humanitarian response platforms.

·Supports on represents the organization vis a vis the local authorities.

·Participates in Donor and monitoring meetings under the guidance of the Country Representative.

·Ensures visibility according to WeWorld Standards and Guidelines.


Safety & security

·Adheres to, and promotes, Safety, Security and Risk Policies, standards, plans and procedures and assist on ensures the emergency and local team follows security rules and procedures.

·In cooperation with the Country Director and the Security Manager, monitors regularly the local security situation and informs of security incidents or risks through regular verbal and, if required, written reports.

·Supports the Country Representative on the development of emergency preparedness and contingency planning.


Finance, Administration and logistics

·Supports the Country Representative on directing and coordinating with functional areas including but not limited to Programmes, MEAL, Human Resources, Finance, Procurement, Logistics to ensure the successful execution of the emergency programme.

·Assists in budget preparation and monitors emergency program operating and expenditures.


The duties and responsibilities set forth above are not exhaustive and the role holder may be required to perform additional duties requested by the Line Manager.

Provide a proper handover before the end of the assignment.

Requirements

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

·An advanced university degree or equivalent in the field of Humanitarian Aid, Social or Political Science, Development Studies, International relations, Project Management

·Knowledge of main donors’ policies and procedures (ECHO, EU, AICS, AFD, RDPP)

·Good computer skills, in particular MS Office package

·     Fluency in English written and oral


Professional experience

·At least 4 years’ relevant working experience in humanitarian settings

·At least 3 years’ experience in Project Cycle Management for emergency programs and interventions

·Proven experience in project proposal writing and reporting

·Good understanding of finance and logistics requirements in humanitarian settings

·Experience in Security Management

DESIRABLE REQUIREMENTS

·Experience in WASH/Shelter

·Knowledge of the Arabic language, written and verbal

WHAT WE OFFER

Type of contract: a 6 (six) month + 6 (six) collaboration contract renewable subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment) and availability of funding

Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (based on place of work)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight every 12 months of contract
