1) Background and Purpose
The International Rescue Committee (IRC) is implementing Strategy100 – Phase 2 (FY25–FY28) across the Crisis Response, Recovery & Development (CRRD) department. Country teams will use an updated Phase 2 SAP template to translate organizational priorities into actionable, evidence-informed country strategy.
IRC Jordan seeks a short-term consultant to facilitate a participatory SAP development process that includes desk research, internal consultations with IRC staff, engagement with key partners and stakeholders, a validation workshop after the first draft, and finalization of the SAP template and content.
2) Objectives
Enable a participatory, inclusive process that mobilizes IRC staff and key partners/stakeholders to co-create the SAP content. Synthesize evidence (desk review + key informant inputs) to populate core SAP sections Produce a first draft SAP for review and validation. Facilitate a validation workshop and incorporate feedback to deliver a final, publication‑ready SAP aligned with CRRD Phase 2 priorities and the SAP template.
3) Scope of Work & Key Tasks
The consultant will undertake the following tasks under the supervision of the Senior Programs Coordinator:
Task A – Inception & Co-Design
- Kickoff meeting with Senior Programs Coordinator (S PC) to confirm scope, timeline, and approvals workflow.
- Agree on participation plan (who needs to be in the room/online, how often, and when) covering: country leadership, technical advisors, MEAL, Supply Chain/Finance as relevant, and key external partners/stakeholders.
- Deliverable: Brief Inception Note (3–4 pages) including workplan, stakeholder map, consultation guide, and outline of the SAP sections to be co-developed.
Task B – Desk Research & Evidence Synthesis
- Review the CRRD Phase 2 memos, Delivery Letter and any SAP related documents from HQ to anchor priorities and success measures, and the Phase 2 SAP template to ensure structural and content alignment.
- Review and synthesize recent needs assessments, client feedback/CRM insights, gender/GEDI and protection risk analyses, humanitarian strategies, funding landscape notes, and security/access assessments, alongside relevant contextual datasets (e.g., crisis severity, population movement, climate risks) available internally.
- Deliverable: Evidence Pack (slide or doc) summarizing key insights per SAP section and gaps/questions to take to consultations. (Citations and links to sources; 6–8 pages or ~12–15 slides.)
Task C – Internal Consultations
- Conduct semi-structured group sessions and 1:1 key informant interviews with IRC teams (SMT/ESMT, sector leads, MEAL, BD, Grants, Partnerships, Safety and Security, Supply Chain, Finance as needed) to co-develop:
- National scenarios through FY28 and their implications for communities, systems, and services.
- People’s priorities and local systems analysis (roles, relationships, gaps) and how IRC best contributes (partner-first, system strengthening, or direct implementation).
- Funding & resources availability reflections and implications for choices.
- Who we serve & where we work (jointly considering severity/scale and access).
- Up to seven Strategic Priorities (Outcome Strategies) with partners, indicators, baselines, projections, SIT/Climate flags, and partnership targets across the period.
- Deliverable: Consultation Summary Notes & draft content blocks per SAP section.
Task D – Partner & Stakeholder Engagement
- Hold structured discussions (virtual or in-person) with key partners/stakeholders (e.g., women-led/focused CSOs, relevant government entities, coordination fora, private sector/academia as relevant) to stress-test context insights, roles in the system, partnership ambitions, and targets.
- Co-create “Spotlight on Strategic Partners” entries and identify priority partnership actions (governance, joint BD/design, capacity sharing) for Phase 2.
- Deliverable: Stakeholder Input Log and partnership spotlight drafts.
Task E – First Draft SAP
- Populate the Phase 2 SAP template with fully drafted text and tables across required slides/sections, including SAP Map, targets, and summary “diamond”.
- Ensure alignment to CRRD priorities (FY25–FY28) and Strategy100 Phase 2 framing.
- Deliverable: SAP Draft v1 (in the provided PPTX template).
Task F – Validation Workshop
- Circulate v1 & collect comments from relevant team members
- Design and facilitate a one-day multi-stakeholder validation workshop (hybrid if needed) to:
- Verify context insights and assumptions, confirm Who & Where decisions, and refine Strategic Priorities and partnership targets.
- Surface SIT (Safe, Inclusive, Transformative) programming and climate-resilience considerations within each Strategic Priority.
- Deliverable: Workshop Agenda & Materials, Participant List, and Validation Report (track-change decisions, pending items, and ownership).
Task G – Finalization
- Incorporate workshop feedback; complete targets/indicators, clean figures/tables, ensure consistency (terminology, dates, FY references), and polish the SAP Summary slide.
- Deliverables:
Final SAP (PPTX), publication-ready;
One-page Executive Summary (key choices, targets, and partnership ambitions);
Process Note (participation achieved, sources used, limitations, and recommendations for yearly refresh).
4) Methodology & Participation Approach
- Participatory Design: Co-creation sessions with IRC teams and meaningful partner engagement, centering women-led/focused organizations where feasible.
- Mixed-Methods Evidence: Structured desk review, KII/FGDs, and validation workshop to triangulate findings.
- Template-Led Authoring: All outputs must use and adhere to the Phase 2 SAP template structure and language.
- Inclusion & Safeguarding: Ensure inclusive facilitation (gender-sensitive, accessible timing/formats).
- Practicality & Focus: Keep within timeline by focusing on decision-relevant insights and concise drafting aligned with CRRD Phase 2 memo and Delivery Letter priorities and metrics.
5) Deliverables
Inception Note & Workplan (max 4 pages). Evidence Pack (doc or slides) and Consultation Guides. Consultation Summary Notes (internal) and Stakeholder Input Log. SAP Draft v1 (PPTX, fully populated). Validation Workshop Package (agenda, materials, participant list) & Validation Report. Final SAP (PPTX) + Executive Summary (1-pager) + Process Note.
6) Management & Supervision
- Primary Supervisor: Senior Programs Coordinator.
- Decision-Making & Approvals: Senior Programs Coordinator consolidates feedback and approvals from Country Director and relevant Technical/Regional stakeholders.
- Support: Access to internal documents/data, support from key informants, and timely feedback on drafts.
7) Deliverables and Cost:
- Week1: Inception complete
- Week 2: Evidence Pack & internal consultations underway
- Week4: SAP Draft v1 submitted
- Week5: Validation workshop completed
- Week6: Final SAP & summary package submitted
9) Required Profile / Qualifications
- Proven experience facilitating strategy development in humanitarian/development contexts in Jordan; familiarity with Outcome Strategies and Impact @ Scale approaches is an advantage.
- Strong participatory facilitation, partner engagement, and workshop design skills.
- Demonstrated capacity to synthesize context analysis, local systems analysis, funding landscapes, and translate into concise, decision-oriented strategy content.
- Excellent writing in English and fluency in Arabic.
- Understanding of GEDI, SIT (Safe, Inclusive, Transformative) programming, climate risk integration, and localization/partnership models.
10) Ethical Considerations, Safeguarding & Data Protection
- Adhere to IRC’s safeguarding and Do No Harm principles; design inclusive, safe consultations, particularly with women and marginalized groups.
- Ensure data protection/confidentiality of all interview notes and draft materials; all data remains IRC property.
- Obtain informed consent for any external stakeholder interviews.
11) Reporting & Communication
- Weekly check-ins (or as agreed) with the Senior Programs Coordinator.
- Rapid feedback loops on drafts (48–72 hours turnaround, where feasible).
- All files organized in agreed folder structure; version control applied.
12) Payment Schedule (indicative)
- 30% upon approved Inception Note and Evidence Pack (end of Task B).
- 40% upon delivery of SAP Draft v1 and completion of validation workshop.
- 30% upon final acceptance of all deliverables.
