INTRODUCTION

The Caribbean Development Bank (CDB/the Bank) seeks a Facilities Manager (FM) to lead the facilities management function in a manner consistent with the overall strategic goals of the Bank and ensure operational excellence for the facilities functions. This role is an outstanding opportunity to lead a complex and essential portfolio within a dynamic regional organization. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.

THE ADMINISTRATIVE SERVICES UNIT

The Administrative Services Unit is a multi-disciplinary Unit providing a comprehensive campus planning and management service and a range of facilities support services to ensure that the Bank’s land and property assets and related physical resources can support the Bank’s work safely, effectively and efficiently. The Unit is responsible for advising on and contributing to the strategic and operational management of the facilities, security, business continuity and workplace health and safety portfolios.

The Administrative Services Unit comprises the Facilities Management team and the office of the Security Coordinator.

CAMPUS OVERVIEW

The Campus is situated in Wildey, St. Michael Barbados, and is approximately 41,394.2 m2 (10.229 acres). There are three main buildings on the Campus. These are: 

  • Building ‘A’: used for office accommodation, - 1,612 m2 (17,350 ft2) of net internal area (NIA).
  • Building ‘B’: used for office accommodation - 2,718 m2 (29,260 ft2) NIA.
  • Building ‘C’: houses a conference center and restaurant, - 695 m2 (7,487 ft2) NIA.

 Additional Buildings include:

  • The Staff Facilities 444 m2 (4787 ft2) NIA;
  • After School Care 212 m2 (2286 ft2) NIA;
  • Gym 178 m2 (1920 ft2) NIA;

 There are 159 parking spaces, tennis courts and a playing field on the Campus.

THE ROLE

Reporting to the Director, Human Resources and Administration, the FM provides strategic oversight of Facilities operations to ensure that the Bank meets its needs of the Bank are effectively and efficiently. They will develop and implement policies – including preventive maintenance planning and inspections that advance the Bank’s environmental sustainability efforts and manage Facilities staff and third-party resources to ensure optimal responsiveness. This position ensures efficient and effective resource allocation to achieve daily maintenance, health and safety needs, deferred maintenance obligations, and capital renewal planning goals, as well as ensuring that Facilities meet key performance indicators. The role requires a client-service mindset in understanding and meeting stakeholder needs and a strategic and operational orientation to align the facility portfolio with the Bank’s vision and available resources.

KEY RESPONSIBILITIES

 The responsibilities of the FM include the following:

  1. Overseeing all Campus development and renovation projects, ensuring quality and timely completion of projects.
  1. Ensuring sustainability and the Bank’s ‘green agenda’ are core elements in all facility operations and decision-making.
  1. Developing tender documents, reviewing proposals, and managing contractors for facilities services.
  1. Developing and implementing long-term capital and cyclical maintenance plans.
  1. Defining performance metrics and reporting requirements for the facilities management functions.
  1. Formulating CDB’s business continuity plan, reviewing risk management and control frameworks and providing oversight of business continuity assurance for the Bank.
  1. Conducting operational risk assessments within the facilities management function and addressing vulnerabilities when identified.
  1. Providing logistics support for the Campus and external events, including the Bank's annual and other meetings.
  1. Leading policy development in Health & Safety and conducting periodic health and safety audits.
  1. Ensuring that the Bank secures all required permits for the Campus operations in compliance with local regulatory requirements.
  1. Managing and conducting an annual inventory of property and equipment and maintaining an up-to-date asset register.
  1. Forecasting administrative and capital budget requirements, establishing and monitoring meaningful SLAs and KPIs, and ensuring quality and delivery of value for money.
  1. Identifying potential hazards or threats and selecting methods to avoid them or mitigate them to minimise possible loss, damage, or injury to people, buildings, grounds, technology and building systems.
  1. Developing and updating their disaster recovery plans, assist in periodic test exercises of the approved plans, and facilitate business impact assessments. They will assist with crisis management and prepare impact assessments of such events.
  1. Developing, mentoring and managing the facilities team, ensuring that efforts align with CDB's values, brand and the unique needs of our organizational strategies.

SELECTION CRITERIA

The FM must demonstrate strong leadership and collaboration skills in managing a complex property and facilities portfolio and strong client service orientation. They should be decisive and possess the business acumen and planning expertise to guide their team and colleagues through challenging initiatives.

The successful candidate must have the following:

  • A Master’s degree or equivalent in Architecture, Engineering, Facilities Management, Project Management, or related field. An undergraduate degree with an additional two (2) years of experience may be considered in lieu of a Master’s degree.
  • Further relevant professional development, including accredited certifications in Occupational Safety & Health and/or Facilities Management, is desirable.
  • A minimum of seven (7) years’ relevant professional experience managing property and facilities services and/or building and engineering projects. Experience managing facility operations and maintenance services in tropical environments is desirable.
  • A strong working knowledge of project management tools and capital budget administration
  • Experience in defining, implementing, or overseeing sustainability practices.
  • Knowledge and experience with the RFP and Bid processes, contractual terms and conditions/contract negotiation, rules and regulations regarding procurement processes.
  • Knowledge of regulatory environment, permitting, environmental regulations, and health and safety precautions for general industry.
  • Success in managing facility operational support services for major conferences, exhibitions, meetings, or similar operations.
  • Ability to manage complex property estates and facilities portfolio, staff and budgets.
  • Ability to plan, implement and use technologies that support the day-to-day operations of the facilities management function.
  • A strong leadership profile: articulate, diplomatic, excellent communications and interpersonal skills, commitment to interdisciplinary and collaborative teamwork.

TERMS OF APPOINTMENT

This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal.  The salary is competitive and commensurate with qualifications and experience, with the salary scale for this Grade 21 role starting at USD110,448 per annum net of taxes.  The benefits package includes a defined benefit (final salary) pension plan, life and medical insurances, and 30 days annual leave per calendar year.
