INTRODUCTION
The Caribbean Development Bank (CDB/The Bank) is seeking a Talent Acquisition Specialist (TAS) to play a key role in attracting, assessing, and securing high-calibre professionals in support of the Bank’s mandate and strategic objectives. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.
THE DIVISION
The Human Resources Division, within the Human Resources and Administration Department, serves as the institutional centre of expertise for the Bank’s people and workforce agenda. The Division provides leadership and operational oversight across a broad portfolio, including rewards and compensation, benefits, talent management, staff relations and welfare, performance management, employee engagement, learning and development, people analytics, and workforce planning. As the focal point for all staff-related transactions and advisory services, the Division plays a critical role in shaping a positive and consistent employee experience.
The Human Resources Division consists of the HR Operations Unit and the Talent & Culture Unit.
KEY RESPONSIBILITIES
Reporting to the Head, Talent and Culture, the Talent Acquisition Specialist (TAS) delivers end-to-end recruitment and onboarding services to attract and appoint high-calibre talent aligned with the CDB’s mandate and people strategy.
The TAS will be required to:
- Deliver end-to-end recruitment and resourcing across the Bank, including advising managers on recruitment and internal mobility options, coordinating selection processes, and supporting informed hiring decisions aligned with organisational needs;
- Manage the full recruitment lifecycle, including drafting Terms of Reference in collaboration with departments, posting vacancies across appropriate media and networks, proactively sourcing candidates, coordinating assessments and interviews, managing offer negotiations, and ensuring a seamless transition into onboarding;
- Design and implement proactive sourcing strategies and talent attraction initiatives, leveraging technology, recruitment tools, and partnerships to build sustainable talent pipelines and enhance the candidate and hiring manager experience;
- Conduct and/or coordinate pre-employment assessments, background checks, and reference screenings, ensuring integrity, impartiality, and adherence to recruitment policies and standards;
- Provide guidance to hiring managers on best-practice recruitment approaches, including targeted advertising, screening techniques, assessment tools, and interview methodologies, to strengthen the quality and consistency of hiring outcomes;
- Contribute to employer branding and outreach initiatives to promote CDB’s Employee Value Proposition and reputation as an employer of choice.
- Maintain accurate and up-to-date records within the applicant tracking system (ATS), develop recruitment metrics, and provide data-driven insights to monitor performance, inform decision-making, and improve efficiency.
- Lead the continuous improvement of the talent acquisition function by identifying opportunities to enhance service delivery, streamline processes, and strengthen recruitment outcomes.
- Supervise new employee onboarding activities to ensure an engaging and effective integration experience that supports early productivity and retention.
- Uphold and advance the Bank’s commitment to diversity, equity, and inclusion by applying fair, transparent, and unbiased recruitment practices throughout the selection process.
QUALIFICATIONS & EXPERIENCE
The successful candidate shall have:
- A Master’s degree or equivalent in Human Resources, Business Administration or related field. An undergraduate degree with an additional two (2) years of experience may be considered in lieu of a Master’s degree.
- A minimum of five (5) years’ relevant professional experience in talent acquisition or human resources, with demonstrated experience delivering end-to-end recruitment processes, advising hiring managers, and managing multiple recruitment exercises concurrently in a complex organisational environment.
- Demonstrable experience in talent acquisition activities, e.g., outreach, talent pipelining, employer value propositioning.
- Strong proficiency in Applicant Tracking Systems (i.e. SuccessFactors or similar)
- Further relevant professional development, including accredited HR certifications, is desirable.
- Experience managing recruitment processes in a public international organisation is desirable.

TERMS OF APPOINTMENT
This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience, with the salary scale for this Grade 20 role starting at USD81,816 per annum net of taxes. The benefits package includes a defined benefit (final salary) pension plan, life and medical insurances, and 30 days annual leave per calendar year.
