Job Description
IOM, in partnership with the Ministry of Labour (MoL), is implementing a capacity‑building initiative to strengthen the skills of Libyan labour inspectors. The project aims to enhance inspectors’ ability to ensure ethical recruitment, decent working conditions, and compliance with labour laws for both local and migrant workers. The scope includes developing a Libya‑specific labour inspection training package, delivering targeted training sessions, and providing legislative and operational recommendations to support the modernization of labour inspection practices in line with international standards.
LMI (Labour Mobility and Social Inclusion)
Responsibilities
First deliverable – Develop the draft training materials, including recommendations on module structure, interactive activities, presentation methods, and relevant case studies-Due by email in January 2026.
Second deliverable – Submit the final training materials incorporating all feedback- Due by email by February 2026.
Final deliverable– Implement the training by conducting two sessions: one session for government personnel, followed by a Training of Trainers (ToT) session- To be delivered between March and early April 2026.
Category B Consultant hired to deliver a report on a three-instalment payment basis:
1st payment is 30% for deliverable # 1 by 31.1.2026
2nd payment is 40% for deliverable 2 by 28.2.2026
3rd payment is 30% for deliverable 3 by 31/3/2026
The consultant’s performance will be evaluated based on the following indicators:
Timeliness: All deliverables submitted within the agreed deadlines.
Quality of Analysis: Reports demonstrate accuracy, depth, and clear synthesis of findings based on available documentation and stakeholder inputs.
Relevance of Recommendations: Proposed recommendations are practical, context-appropriate, and aligned with IOM Libya’s mandate and strategic priorities.
Compliance with Instructions: Full adherence to the Terms of Reference, including confidentiality provisions and IOM reporting standards.
Responsiveness: Timely incorporation of feedback and proactive communication with IOM throughout the consultancy.
Qualifications
Advanced degree in law, migration studies, political economy, or a related field.
Minimum of 7 years of technical experience in migration, labor inspection, or labor rights, with a strong focus on fragile and conflict-affected contexts.
Experience in capacity-building initiatives and working with local authorities in post-conflict environments, particularly in fragile states like Libya.
In-depth knowledge of international labor standards, including conditions of work, terms of employment, and migrant workers' rights.
Knowledge of the Libyan political and social landscape is highly desirable.

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
