Overview of positionThe Field Security Officer (FSO) supports CTG operations in the Democratic Republic of Congo (DRC) and the Central African Republic (CAR) by strengthening day-to-day security management, incident preparedness, and duty of care implementation at country level.
The role exists to enable safe, continuous programme delivery in volatile environments through practical security coordination, contextual analysis, and operational support, aligned with CTG’s Duty of Care framework and risk governance standards.
The FSO operates as an embedded country-level security function, with responsibility for supporting operational teams to manage security risks effectively and consistently.
Core Responsibilities
The Field Security Officer works closely with operational teams to assess ongoing threats, support the implementation of mitigation measures, and promote a culture of safety and security across CTG operations. Through proactive monitoring of emerging and existing risks, the FSO contributes to the protection of staff and assets while supporting operational continuity in high-risk environments.
Key responsibilities include:
Supporting the development, maintenance, and operationalisation of country-specific Security Management Plans (SMPs) and related annexesAdvising country teams on movement procedures, field travel, and security risk mitigation measures
Supporting incident preparedness, including first-hour actions, communications protocols, and coordination during incidents
Liaising with UNDSS, mission security focal points, and relevant counterparts, as delegated by the Country Manager
Supporting security briefings, inductions, and contextual updates for staff and consultants
Monitoring the local security environment and providing regular, concise risk updates to country management
Supporting the documentation and reporting of incidents in line with CTG procedures
The FSO supports the Country Manager’s accountability for Duty of Care and does not assume independent decision-making authority during crises unless formally delegated. The role provides operational security support and advisory functions only. Responsibility for compliance verification, audit, investigations, and disciplinary processes sits outside the scope of this position.
Project reportingTo support effective delivery and appropriate oversight, the Field Security Officer operates within a dual reporting structure.
Functional / Technical Reporting Line:
Field Security Officer → Global Risk Director (GRD)
Alignment with CTG Duty of Care standards and global risk frameworks
Incident reporting quality, escalation thresholds, and lessons learned
Provision of technical guidance, mentoring, and assurance
This reporting line ensures consistency of security practice and alignment with CTG’s wider risk management approach.
Operational / Administrative Reporting Line:
Field Security Officer → Country Manager (DRC / CAR)
Day-to-day tasking, prioritisation, and operational coordination
Coordination of field movements and implementation of country-level security measures
External coordination platforms (e.g. UNDSS, INSO) support information sharing and coordination, while CTG’s internal risk assessment and escalation processes remain in place.
Performance Management:
Performance management will reflect the dual reporting structure. The Global Risk Director will assess functional and technical performance related to security risk management, duty of care, incident handling, and compliance with CTG security standards. The Country Manager will assess operational and administrative performance, including day-to-day coordination, responsiveness, and adherence to local administrative requirements. Any significant performance issues will be addressed jointly to ensure alignment between operational needs and risk governance.
Education: University degree or equivalent qualification in security management, international relations, risk management, or a related field.
Experience: At least 5 years of experience in a field security role preferably in high-risk or conflict zones.
Languages: Fluent in English, French and Swahili
Competencies:
Strong knowledge of security protocols, risk assessment, and incident management, including the understanding of local security dynamics and cultural sensitivities in the deployment area.
Ability to conduct security assessments and develop effective mitigation measures.
Ability to prepare detailed reports, provide clear advisories, and liaise effectively with local authorities, staff, and consultants.
Ability to work under pressure and in stressful situations.
Strong analytical and critical thinking skills to assess security threats and provide recommendations.
Travel Requirements: This role requires travel to field locations, including remote or challenging environments. The role will as well require flexibility to work irregular hours and provide support in emergency situations, including weekends and holidays.
This role has no team management requirements.
