Mission and objectives

UNDP works with the Government and people of Pakistan to develop local solutions to development challenges. In an evolving development context, we support Pakistan’s efforts to build a more equitable, prosperous, peaceful and resilient society, and to achieve its SDGs and COP25 targets. UNDP promotes transformational change by fostering strategic partnerships with national counterparts in the federal, provincial and regional governments, civil society, the private sector and the local and international community. UNDP supports transformational change by providing technical assistance focusing on developing capacity within national and local authorities, providing solutions with strong monitoring and evaluation tools, and delivering programmes with maximum efficiency, transparency and accountability.

UNDP’s ultimate goal is to improve the lives of the people of Pakistan through keeping people out of poverty; governance for peaceful, just and inclusive societies; crisis prevention and increased resilience; nature-based solutions for development; clean affordable energy; and women's empowerment and gender equality.

Context

Between June and August 2022, torrential rains and a combination of riverine, urban, and flash flooding led to an unprecedented and devastating disaster in Pakistan that led to a huge humanitarian crisis and set back Pakistan’s development trajectory considerably. With support from the Government of German through KfW Development Bank (KfW), UNDP has launched the Flood Reconstruction and Coordination Programme which aims to deliver results in the three concrete areas, i.e.,

(1) improved transparency and accountability of the financial resources being allocated for flood recovery through enhanced Monitoring & Evaluation (M&E) systems.
(2) improved governance mechanisms and capacities for resilient flood recovery; and
(3) enhanced recovery support through reconstruction of houses and rehabilitation of community physical infrastructure in Quetta district.

Task description

The UN Volunteer will work under the supervision of UNDP Flood Recovery Programme (FRP) and in close coordination with the Planning and Development Department, Government of Khyber Pakhtunkhwa's (KP). The UN Volunteer will carry out the following duties:

Research and Knowledge Support

• Conduct research on climate change, resilience, recovery, and environmental issues relevant to Khyber Pakhtunkhwa's (KP) post-flood recovery priorities.
• Support the preparation of Expressions of Interest (EOIs) and concept notes aligned with provincial needs and the Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF) framework.
• Compile and synthesize research findings, policy notes, and background briefs to inform Resilient Recovery Unit (RRU) planning and decision-making.
• Support documentation of lessons learned, best practices, and analytical inputs generated through Resilient Recovery Unit (RRU) activities.

Knowledge Management and Information Systems

• Maintain and regularly update databases related to recovery initiatives, studies, coordination meetings, and research outputs.
• Organize and catalogue research materials, reports, and datasets for easy access and use by the Provincial Resilient Recovery Unit (RRU).
• Support the structuring and consolidation of provincial information for alignment with national level Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF) knowledge and monitoring systems

Support to Monitoring and Reporting

• Assist the Provincial Resilient Recovery Unit (RRU) in preparing monthly, quarterly, and annual progress reports.
• Liaison with and compile data from district offices, line departments, and implementing partners.
• Support verification and quality checks of reported data.
• Ensure alignment with Flood Recovery Programme (FRP) and Resilient Recovery, Rehabilitation, and Reconstruction Framework (4RF) reporting requirements.

Support to Planning, Reporting, and Resource Mobilization

• Assist the Provincial Resilient Recovery Unit (RRU) in preparing periodic progress updates, briefs, meeting minutes, and analytical inputs for UNDP and the Government of Khyber Pakhtunkhwa (KP).
• Support the development of project proposals and technical inputs for resource mobilization, in coordination with UNDP Flood Recovery Programme (FRP).
• Contribute research inputs to donor briefs, presentations, and coordination materials related to recovery and resilience programming.

Coordination and Stakeholder Engagement

• Liaise with relevant provincial departments, line agencies, local forums, and stakeholders to support research, coordination, and knowledge-sharing activities.
• Provide administrative and substantive support to consultative meetings, workshops, and coordination forums convened by the Resilient Recovery Unit (RRU).
• Support day-to-day coordination tasks assigned by the Provincial Resilient Recovery Unit (RRU) and UNDP Flood Recovery Programme (FRP) teams.

Communication and Knowledge Sharing

• Prepare talking points, briefs, and background notes for senior government officials and UNDP management for events related to climate change, recovery, and resilience.
• Support communication and knowledge-sharing efforts of the Provincial Resilient Recovery Unit (RRU), including contributions to reports, briefs, and digital platforms, with due consideration to gender and inclusion aspects.
• Perform any other related duties as required by the Provincial Resilient Recovery Unit (RRU) and UNDP Flood Recovery Programme (FRP).
