The agency works to achieve three transformative goals which are: zero preventable maternal deaths, zero unmet need for family planning and zero sexual and gender-based violence and harmful practices.

Context

In Ghana, United Nations Population Fund (UNFPA) is implementing its 8th Country Programme (2023 - 2027), with possibility of extension.
The 8th CP aligns well with the UN Cooperation Framework (2022 - 2025), the National Development Plan priorities of creating a wealthy, inclusive, sustainable, equitable, resilient, healthy and disciplined society.
The 8th Country Programme has an output on adolescent and youth development in four priority areas: (1)
Youth health and wellbeing: (2) Youth empowerment and engagement under which youth leadership development falls; (3) youth and emerging issues including youth peace and security, youth and environment, etc.
The Programme Manager post fits in the pillar on youth empowerment and engagement and will manage the YoLe (Youth Leaders) and other leadership development programmes of the Country Office, as well as any areas as may be assigned by the direct supervisor and management of the Country Office.

Task description

Fill Within the delegated authority and under the supervision of the Programme Specialist, Adolescent & Youth Development and overall supervision of the Representative, the UNV Programme Manager, Youth Leadership Development will perform the following:

A. Programme Leadership
• Assess and address implications of national trends, challenges and opportunities on United Nations Population Fund (UNFPA) work on youth leadership development in the country.
• Consult with Government, academia, private sector, civil society and other relevant stakeholders on national priorities as relate to youth leadership development.
•Recommend areas of assistance on the basis of continuous review and analysis of data and national policies and priorities in the context of the formulation, implementation and monitoring of youth leadership component of UNFPA supported Country Programme.
• Design and deliver high quality youth leadership development programme, including originating new project portfolios, developing new programme options, and training models.
• Prepare programme and financial progress reports on the youth leadership development component of the country office and feedback to donors.

B. National Capacity Development
• Implement strategy for youth leadership capacity building at the country level, in the context of the country programme, including coaching, mentorship, shadowing, etc.
• Provide technical, material, financial and political support to strengthen national capacity on youth leadership development.
• Create/improve national capacities to monitor, evaluate and learn from youth leadership capacity development initiatives.
• Participate in the UN Common Country arrangements for assessment, planning, coordination and reviews as may be appropriate

C. Partnership and Advocacy
• Advocate for youth leadership development with national institutions and other UN agencies.
• Promote South-South cooperation on youth leadership and leadership development for the achievement of ICPD goals.
• Pursue innovative ways to maintain and create new partnerships in support of the programme.
• Maintain flow of information with government, donors and partners in the programme.

D. Management of resources
• Support the Country Office in the overall accountability for the management and work of the YoLe (Youth Leaders) and other related youth leadership development programmes
• Participate in the formulation of the annual work plans and monitor their day-to-day implementation through consultations, correspondence and field visits.
• Assist in the formulation and implementation of a resource mobilization strategy for the country and mobilize additional financial resources for the country.
• Support the Country Office with management of human and financial resources, with particular attention to ensuring systems of accountability as per UNFPA policies, rule and procedures.
• Communicate standards of performance, and assign responsibilities for achieving results in the youth leadership programme of the Country Office.
•Establish and maintain a harmonious working environment; strengthen team building by encouraging active participation and interaction at all levels; foster personnel motivation, development and empowerment, and lead by example.
• Carry out any other duties as may be required by the Representative
