The Directorate for Education and Skills (EDU) leads the Organisation’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs and growth. Within EDU, the The Programme for International Student Assessment (PISA) is an international survey which aims to evaluate education systems worldwide by testing the skills and knowledge of 15-year-old students nearing the end of their compulsory education. So far, over 90 countries have participated in the assessment since it began in 2000.

PISA is looking for several Analysts to join the PISA Research, Development and Innovation (RDI) Programme. The RDI programme coordinates the development and innovation-oriented activities managed by the OECD Secretariat, following the recommendations of the PISA Governing Board (PGB). This programme is dedicated to implementing  systematic content, methodological and operational advances in PISA.

The RDI programme is recruiting two specialised analysts to lead and coordinate the framework updates for the 2029 cycle: 

  1. The Reading Analyst will coordinate the update of the PISA reading framework for the 2029 cycle. This includes managing the  expert group’s contributions, drafting the framework, defining new task models and designing prototype tasks. The role involves collaborating closely with and supervising the contractor responsible for developing the items for the 2029 reading test.
  2. The Media & AI Literacy (MAIL) analyst will lead and coordinate the development of the framework for the PISA 2029 innovative domain on Media and AI literacy. He/she will coordinate expert contributions,  drafting the framework with the support of the experts, develop model tasks with scoring rules, and managing the  contractor tasked with  the design of the test.

Both roles offer a unique opportunity to shape the future of international education assessments and contribute to PISA’s ongoing mission of innovation. They will report to the Senior Analyst in charge of the RDI programme and the PISA innovative domains.

Job Description

Main Responsibilities

Analysis and drafting

  • Conduct in-depth research on reading assessments to identifyand proposeinnovations for PISA (for Reading Analyst)
  • Perform targeted  analysis on media literacy learning and assessment, and develop model tasks for the PISA 2029 (for MAIL Analyst)
  • Lead the development, drafting and review process of the 2029 PISA Reading framework (for Reading Analyst)
  • Draft the framework for the PISA 2029 MAIL assessment (for MAIL Analyst)
  • Draft and prepare presentations for the PISA Governing Board, effectively communicating key insights (for both positions)
  • Review and coordinate contributions from experts  ensuring consistency, quality and alignment (for both positions) 
  • Support comprehensive analysis and reporting activities for the 2025 Learning in the Digital and World (LDW)  assessment ensuring impactful dissemination of the test findings (for both positions) 
  • Support work for other RDI projects (for both positions) 

Project management (both positions)

  • Prepare and manage contracts for expert consultants, ensuring compliance with OECD policies and standards
  • Recruit and supervise research assistants providing guidance and support to ensure project objectives are met efficiently
  • Facilitate negotiations and the contracting process for PISA 2029 contractors
  • Organise and prepare materials for  expert meetings, ensuring seamless logistics.          

Representation, liaison and communication (both positions)

  • Represent the OECD in relevant events, delivering impactful presentations and actively promoting OECD analysis through relevant channels.
  • Develop and maintain  professional networks  with key external organisations, stakeholders, donors, experts and individuals.
  • Contribute actively, as required, to horizontal and multidisciplinary projects within the Directorate towards the delivery of outputs of the Directorate for Education and Skills.

Qualifications

Ideal Candidate Profile (both positions)

Academic Background

  • An advanced university degree in psychology, learning sciences, education, economics, data science and/or statistics.

Professional Background (both positions)

  • Minimum of three, preferably five years’ relevant experience in research and analysis in education, social sciences or a related field; experience of multi-disciplinary work in a policy-oriented context would be an advantage.
  • Knowledge of reading theory and assessment.
  • Proven research experience in media literacy.
  • Experience in quantitative research methods.
  • Knowledge of large-scale educational assessments.
  • Excellent written and oral communication skills with a capacity to represent OECD’s work at the international level.
  • Strong project management skills, including contracting and team supervision.

Tools

  • Knowledge and experience in the use of software for data management and analysis, in particular R.

Languages

  • Fluency in one of the two OECD official languages (English and French).

Core Competencies
