In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, Bill & Melinda Gates Foundation, David & Lucile Packard Foundation, Children’s Investment Fund Foundation (CIFF), MSD for Mothers and other anonymous donors.
Jhpiego is hiring for positions of Senior Program Officer, Human Resource for health based at Delhi, India. This position will play a pivotal role at technical support unit in supporting in development and management of human resource systems and policies for nursing ecosystem in India.
Responsibilities
- Support in conducting landscape analysis on existing nursing professional ecosystem in India
- Contribute to the development of guidelines for recruitment, on boarding /induction training, performance evaluation, and continuous professional development (CPD) of nursing and midwifery professionals.
- Support team in drafting competency-based frameworks for nursing and midwifery education and practice.
- Develop and coordinate training programs for state councils, academic institutions, and regulatory bodies to strengthen HR functions.
- Facilitate workshops and learning sessions to build capacity in workforce planning, recruitment, and regulation.
- Collaborate with state regulators, professional associations, and academic institutions to align HR initiatives with national standards.
- Act as a liaison between government departments, healthcare providers, and training institutions for piloting proposed HR strategies.
- Develop systems to track and analyze HR metrics, including workforce distribution, skills assessment, and capacity gaps.
- Ensure timely and accurate reporting of workforce data to support decision-making and compliance.
- Establish and oversee mechanisms to evaluate the effectiveness of HR policies and programs.
- Regularly review progress against key performance indicators and recommend necessary adjustments.
- Advocate for the adoption of digital tools for workforce management, including e-portals for licensure, registration, and CNPD tracking.
- Support the integration of HR data systems with broader health information management platforms.
- Perform other duties as assigned by the supervisor as per the need.
Required Qualifications
- Master’s degree in human resources, Public Policy, or a related field from a reputed college of India
- At least 8-10 years of experience in HR management, workforce planning, or health systems strengthening.
- Strong understanding of the nursing and midwifery workforce landscape in India.
- Experience in developing and implementing HR policies and frameworks, particularly in the health sector.
- Proficiency in data management, monitoring, and evaluation techniques.
- Strong communication and stakeholder management skills.
- Knowledge of the NNMC Act and its implications for nursing and midwifery governance is highly desirable.
- Strong technical expertise, good management skills, and extraordinary communication skills are the essentials for this position.
