OBJECTIVES OF THE PROGRAMME
Le Programme d'eradication de la poliomyelite (PEP) vise a garantir que les generations futures d'enfants seront liberees de la menace de la paralysie due a la poliomyelite. La realisation de cet objectif depend de l'interruption de la transmission du poliovirus et de la garantie d'une detection rapide et d'une reponse efficace aux epidemies de poliovirus survenant en RDC. L'objectif strategique du PEP est de soutenir les autorites nationales dans l'eradication de toutes les formes de poliomyelite, sauvage et variante, de renforcer les systemes de vaccination, de soutenir la detection par le biais de reseaux de surveillance et de laboratoires, et d'assurer des reponses de haute qualite aux epidemies. L'equipe de soutien a la gestion des incidents lies a la poliomyelite (IMST) est responsable de tous les efforts d'eradication de la poliomyelite deployes par les bureaux de pays de l'OMS, conformement aux strategies de l'Initiative mondiale pour l'eradication de la poliomyelite (IMEP) et aux plans d'action regionaux de l'OMS pour l'Afrique. Le programme coordonne egalement le soutien technique et operationnel fourni au pays par le biais du financement de l'IMEP.DESCRIPTION OF DUTIES
Le Chef d'equipe PEP coordonnera toutes les activites liees a la poliomyelite dans le pays, representera l'OMS aupres des partenaires de l'IMEP dans le pays et jouera le role de conseiller principal aupres du directeur general pour tous les aspects de l'eradication de la poliomyelite. Le titulaire du poste est cense accomplir des taches specifiques, notamment:Diriger le PEP de l'OMS dans le pays et assurer la liaison entre les partenaires de l'IMEP au niveau des comtes et de la region ; fournir un retour d'information direct a l'IMEP sur les progres de la reponse aux epidemies, les defis et les solutions potentielles ;Soutenir le bureau national de l'OMS dans la supervision strategique et operationnelle des operations de riposte aux flambees de poliomyelite, en veillant a ce qu'elles repondent aux besoins de la population et soient conformes aux plans et strategies du ministere de la sante publique, de l'hygiene et de la prevention (MOPH) et aux procedures operationnelles standard de la riposte aux flambees de poliomyelite ;Diriger et orienter les strategies de l'IMEP en matiere d'intervention en cas d'epidemie et apporter un soutien technique aux activites d'intervention ;Favoriser une coordination etroite avec le MOPH, les partenaires sanitaires et autres dans le pays, et contribuer a la coordination des acteurs de la sante avec le coordinateur de l'IMEP ; Travailler avec le ministere de la sante et d'autres partenaires de l'IMEP a l'elaboration d'un plan national d'intervention en cas d'epidemie, comprenant un budget, un chronogramme d'activites et un plan de ressources humaines, en l'ajustant et en l'adaptant periodiquement, si necessaire ;Collaborer avec le ministere de la sante et d'autres partenaires de l'IMEP pour mettre enplace des structures d'intervention en cas d'epidemie qui comprennent les quatre composantes de l'intervention en cas d'epidemie : enquete sur l'epidemie, immunisation en cas d'epidemie, reinforcement de la surveillance et renforcement de l'immunisation systematique ;Collaborer avec le MOPH et d'autres partenaires de l'IMEP pour produire des mises a jour sur les activites de lutte contre les epidemies (par exemple, des SITREPS, des bulletins et des lettres d'information) a distribuer aux partenaires concernes;Collaborer avec le ministere de la sante et d'autres partenaires de l'IMEP pour organiser des evaluations externes periodiques de la reponse aux epidemies et documenter la cloture des epidemies;Collaborer avec le ministere de la sante et d'autres partenaires de l'IMEP pour evaluer la situation en matiere d'accessibilite et de securite et engager les partenaires appropries a discuter des strategies speciales et des ressources necessaires pour atteindre les populations dans les zones peu sures et difficiles d'acces ;Collaborer avec les equipes chargees de la communication, de la mobilisation sociale et de l'engagement communautaire afin de garantir la preparation d'un plan de communication global pour la reponse a l'epidemie et le contenu approprie des strategies de plaidoyer et de messagerie;Veiller a ce que les aspects logistiques de la reponse a l'epidemie que l'on attend de l'OMS, en particulier le financement et les ressources humaines, soient geres avec une efficacite optimale;Veiller a la mise en Åuvre d'activites de surveillance et de reaction de grande qualite, conformes aux plans nationaux et aux strategies regionales;Examiner et clarifier les produits des donateurs et fournir des conseils strategiques sur la mobilisation des ressources et l'elaboration des propositions ;Assumer d'autres missions et responsabilites a la demande des Chefs de bureau de pays, du Directeur regional et d'autres partenaires afin de contribuer a la reussite de la reponse a l'epidemie;Toutes autres taches assignees par le superviseur.REQUIRED QUALIFICATIONS
Education
Essential: Diplome superieur universitaire en medecine et une Specialisation en sante publique.Desirable: Formation specialisee dans le domaine de la sante publique ou d'autres specialites de la medecine
Experience
Essential: Au moins dix (10) ans d'experience professionnelle a responsabilite progressive dans la gestion des maladies, en particulier dans les domaines de l'investigation, de la surveillance et du controle, ainsi que de la formulation de strategies et de plans d'action pour la mise en Åuvre de programmes de prevention des maladies. Bonne experience professionnelle internationale et/ou regionale dans la fourniture de conseils et de services techniques a des homologues nationaux et a d'autres partenaires dans la lutte contre les maladies transmissibles et non transmissibles. Experience de la supervision, de la gestion et de la direction d'une equipe.Desirable: Une experience de travail avec des organisations bilaterales ou multilaterales serait un atout, de meme que la gestion et la direction d'une equipe en vue d'obtenir des resultats

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5154 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.ADDITIONAL INFORMATION
