Overview

Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project's key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.  

Purpose of Position

The Malaria/Global Health Security (GHS) Advisor will be a subject matter expert in Malaria, Infectious Disease or Clinical Epidemiology, with extensive experience in programmatic management of large health programs. The Malaria/GHS Advisor will give technical guidance towards response to health emergencies, malaria and other infectious disease threats. S/he will support initiatives to prevent, detect, and respond to public health events. S/he will be the focal person for global health security and malaria related activities under t Urban Health Activity. He/she will have support supervision and mentorship roles for technical staff

Responsibilities

  • Lead planning and implementation of malaria prevention, diagnosis and case management at community level, public and private health facilities
  • Ensure that community malaria activities are planned and implemented in line with the GoU, USG/PMI and WHO guidelines
  • Lead coordination for malaria efforts at the national, regional, district and community levels through the relevant Technical Working Groups, divisions and other forums
  • Monitor performance of malaria/GHS indicators, ensure reporting and promote data use
  • Lead the use of quality improvement approaches in malaria and GHS programming
  • Lead planning and implementation of strategies to prevent, detect and respond to public health emergencies at community level
  • Lead response to health emergencies, ensuring swift and coordinated action to mitigate their impact
  • Strengthen capacity of Target Districts and communities to report health emergencies and diseases of public health concern using the Integrated Disease Surveillance and Response (IDSR) framework
  • Ensure that programs are technically sound and responsive to GoU priorities and needs 
  • Collaborate with Target Districts, private sector and community organizations to align GHS and Malaria interventions with policy priorities and global best practices
  • Conceptualize, design, and develop plans for seamless integration and implementation of activities/initiatives in alignment global IHR standards, JEE metrics, and GoU and USAID priorities
  • Lead the development of project Malaria/GHS reports, presentations, abstracts and other documentation to disseminate project outputs and outcomes
  • Actively engage in networks and forums to support GoU GHS/Malaria priorities and promote involvement of multiple government sectors, donors, and the private sector in Global Health Security/Malaria related initiatives. 

Required Qualifications

  • A master's degree in Infectious Diseases, Public Health, Epidemiology or related field. Fellowship in advanced field epidemiology is preferred 
  • Minimum eight (8) years’ experience in implementing and/or managing GHS/malaria programs in urban settings in Uganda
  • Proven, demonstrable leadership skills and expertise in strategic program planning, implementation and management 
  • Demonstrated skills in data management, surveillance, emergency response and infectious diseases epidemiology
  • Demonstrated skills in training/mentoring facility and community health workers on surveillance activities
  • Experience working with Ministry of Health and Local Governments.
  • Demonstrated ability to create and maintain effective working relations with Ministry of Health, regional and district officials, healthcare workers and implementing partners. 
  • Excellent inter-personal and communication skills, with the ability to communicate effectively in a multicultural environment. 
  • Experience with USG funded projects
