Purpose

The purpose of a project manager is to plan, organize and control activities as well as to manage risks and stakeholders so that projects are completed as successfully as possible.

 

The project manager for the following activities:

  • Construction & Maintenance activities in places of detention, health facilities, ICRC Premises (90%);
  • Hygiene activities in places of detention (10%).

Accountabilities & Functional responsibilities

Project Assessment

Organizes Assessments and field trips.

Performs projects risks and stakeholder analysis.

Formalizes findings and recommendations and suggest possible answers to the priority needs.

Project Planning

Develops project scopes and objectives, involving all relevant stakeholders and ensuring technical feasibility.

Develops a detailed project timeline and budget to track progress.

 

Project Procurement

Elaborates a procurement strategy in close coordination with support departments.

Prepares procurement documents.

 

Project Implementation

Ensures that projects are delivered on-time, within scope and within budget.

Coordinates with the contractor/s and the program manager for the payment process

Registers expenses in the AFC budget follow up.

Contributes to the expenses forecast on a monthly basis.

Implements and manages changes and modifications to ensure project objectives are achieved and stakeholders satisfied

Evaluation

Provides constructive criticism on project strength and weaknesses.

Ensures program and project level “lessons learned” activities are conducted with a focus on continuous service improvements within the team.

Creates comprehensive project documentation according to internal rules and standards.

PAM Project Creation

Project status review meetings on a weekly basis

PAM completion and follow-up on a weekly basis

 

Team Management

Contributes to the creation of a collaborative relationship among executive managers (” approvers”) and portfolio stakeholders and enables project pipeline planning decisions.

Contributes to the project status review meetings on a weekly basis; identify variances, and any required corrective actions, and communicate to relevant stakeholders.

Contribute to the Management of the portfolio budget and forecasting.

Contributes in the implementation if project management’s best practices in order to improve efficiency in project execution as well as project reporting

Additional duties

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for their own professional learning and development

  • Head of Office or Sub-Delegation; WatHab Technician 3; WatHab Engineer 2; Construction Project Manager or (Deputy) WatHab Coordinator

Scope & Impact

  • Is responsible for on-site follow-up and basic design of complex engineering projects, with supervision and guidance from WatHab Technician 3, WatHab Engineer 2 or 3, or the (Deputy) WatHab Coordinator.
  • Works within the geographical remit of a sub-delegation or office.
  • Manages technical support staff.

Relationships

  • Internally, daily contact with delegation employees for the design and administration of WatHab projects.
  • Externally, minimum weekly phone or in-person contact and negotiation with project stakeholders (e.g. community leaders and local authorities), contractors and suppliers, as a representative of the ICRC.

Certifications / Education required

  • University degree in civil, structural, electrical, mechanical, water engineering or similar.
  • Project Management degree is a plus.
  • Extensive knowledge of engineering standards (Water supply, Steam supply, Drainage and Sewage systems, Electrical systems, HVAC, etc.)
  • Proven Experience in project design, planning and management.
  • Excellent command (spoken and written) of local language(s).
  • Excellent command (spoken and written) of English.
  • Very good computer skills including AutoCAD, MS project, spreadsheets, etc.
  • Very good analytical & Communication skills.
  • Team leadership and engineering site management skills.

Professional Experience required

  • 3-5 years' professional experience in a similar field.
  • Previous experience in managing a team.
  • Minimum 2 years’ experience working for the ICRC WatHab department
