Overview & Responsibilities
ORGANIZATIONAL CONTEXT
The “Supporting Prison Reforms” Project is funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL). The project aims to ensure that the Kenyan State Department for Correctional Services (SDCS) delivers services in line with international standards. This is done by establishing a prison information management system, streamlining policy and legal frameworks for correctional service delivery and enhancing the coordinated implementation of prison decongestion strategies.
THE POSITION
The Department of Programmes is the central management and coordinating function for programme delivery and capacity development. It is responsible for the implementation of IDLO’s global programmes portfolio for field and non-field locations in line with organizational strategy.
Under the direct supervision of the Programme Lead, the Programme Coordinator supports the implementation of programmes. The Programme Coordinator is responsible for the overall programme cycle support, including formulation, implementation, and financial and quality compliance. The Programme Coordinator interacts with internal as well as external functions.
Primary Functions
Summary of Functions:
- Support day-to-day programme implementation and ensure project consistency with project design and delivery with IDLO processes and procedures.
- Monitor programme activities to ensure compliance with contracts and procedures and that programme cycle quality controls are in place.
- Programme development and programme representation.
Key results expected
1. Support day-to-day programme implementation, including work planning, budget management, monitoring and reporting, and ensure that all project phases are consistent with the project design and delivery schedule and in accordance with IDLO processes and procedures.
- Manage the coordination of programme implementation and program activities;
- Support development of implementation plans through standardized programmes cycle management tools, logic models and frameworks, work plans, and others;
- Under the supervision of the Programme Lead, monitor daily programme implementation issues, including revisions to project design and work plans; make recommendations for timely and optimal course corrections;
- Draft, collate, and provide input for the finalization of internal and external reports in collaboration with the Program Lead while ensuring the reports highlight the value and impact of the programmes/activities;
- Collaborate and communicate regularly with the Finance Unit to build accurate programme financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor/budget holder; and
- In conjunction with HR, support in the timely identification and screening of programmes consultants/contractors and processing of contracts.
2. Support programme activities in compliance with institutional procedures and ensure compliance with programme cycle quality controls.
- Ensure internal procedures and guidelines are observed;
- Ensure programme deliverables meet quality standards and proactively seek input from relevant substantive internal experts; and
- Research legal, political, social, and economic events, trends, and/or developments relating to the programmes and respond to internal and external requests for such research.
3. Programme development and programme representation.
- Represent IDLO in programme events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions, CSOs and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs;
- In coordination with the supervisor, generate ideas and identify new programme opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s programme portfolio in line with country/regional/organizational strategies; and
- Responsible for designing implementation plans through standardized programme cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.
Job Requirements
Education and Work experience
- Graduate degree in Law, International Relations, Development Studies, or any other related field is required.
- 3-5 years of relevant professional experience, ideally within an international organization, is required.
Professional experience in the rule of law and criminal justice programming will be an added advantage.
Languages
- Fluency in English is required.
Specific knowledge, skills, and competencies
- Familiarity with the standard programme and data management methodologies, tools, processes, and results-based management and monitoring and evaluation principles.
- Excellent written and verbal communication skills.
- Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software.

Terms & Conditions
For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and availability of funding.
IDLO shall offer commensurate remuneration, including medical insurance and leave entitlements, in accordance with IDLO Employee Regulations and Rules.
