Overview
Jhpiego is seeking applications for the recruitment of a Finance Manager to provide support to the implementation operations of the USAID "Systems to End Malaria Burden Through Meaningful Engagement -II" (SEMBE II) project in Cameroon. The programme aims to 1) strengthen malaria prevention and case management activities in health facilities and at the community level, 2) strengthen management capacities at the district and regional levels to ensure control/supervision of malaria control interventions, 3) improve communication, the analysis and use of data for decision-making by strengthening the health information system. The program will run over a five-year period in the Northern Region of Cameroon.
The Finance Manager is recruited to support Cameroon's financial operations. He/she will provide leadership in overseeing the financial and contractual aspects of the Office. The Finance Manager works closely with the Director of Finance and Administration, the Chief of Party, program staff, and others to ensure accurate financial and contractual reporting to Jhpiego's management team and partners. He/she will also ensure that financial systems and reports are consistent with standard accounting practices and comply with USAID and Jhpiego rules and regulations
Responsibilities
- Manage and work in collaboration with the team in Northern Cameroon and members of the technical team, as well as with the central level (Yaoundé) programme staff, to ensure the smooth and effective planning, budgeting and financial monitoring activities, operations, availability of resources and programme management.
- Directly manages and supervises aspects of the project's financial operations, including budget monitoring, coordination of appropriate logistical support and preparation of key training activities, domestic and international travel, and procurement to ensure the successful implementation of project activities.
- Ensure that adequate internal controls, policies, and procedures are in place to ensure compliance with the requirements of Jhpiego, Johns Hopkins University, and donors (including USAID).
- Support the development and, if necessary, changes to project budgets.
- Work collaboratively with other operational support staff and technical staff to prepare and regularly monitor the evolution of business plan budgets by technical area.
- Advise staff regarding project financial requirements and office operations in accordance with Jhpiego/Johns Hopkins University and USAID procedures and policies and best practices.
- Ensure that financial transactions comply with Jhpiego/Johns Hopkins University and USAID policies and procedures.
- Perform periodic reconciliations of bank accounts in Cameroon to ensure the accuracy of transactions.
- Request funds and ensure their availability to implement the country's activities in a timely manner.
- Verify and process advances to staff and follow up on outstanding balances.
- Prepare monthly budget against expenses through Quickbooks to compare to financial management reports at staff meetings.
- Review procurement documents to ensure they comply with Jhpiego/Johns Hopkins University and USAID policies and procedures.
- Contribute to the preparation of the budget for the fiscal years.
- Participate in the closing of projects.
- Support program staff in the implementation of work plans to ensure timely delivery.
- Participate in audit activities.
- Prepare responses to questions from Baltimore staff about financial information, budgeting, or other related matters.
- Verify program staff budgets prior to payment.
- Check budget lines and correct them.
- Check the batches summarizing the payments to ensure that they correspond to the approved payment budget.
- Review the different batches submitted for payment on the “Orange” platform before their final approval.
- After Validation, trace all payment rejections and investigate their origin
Required Qualifications
- Master's degree in business administration, public administration, finance, accounting, or a relevant field.
- Have more than 7 years of experience in the field of finance and administration.
- Proven experience in the administrative and financial management of international programs valued at more than US$5 million per year.
- At least three years of experience in financial analysis, financial reporting, cash flow analysis, budgeting and forecasting, preferably on international healthcare projects.
- At least five years of work in international health in developing countries and sub-Saharan Africa, with a focus on reproductive, maternal, newborn, and child health.
- At least five years of high-level professional experience with USAID or other donors.
- Demonstrated knowledge of USG cost principles, including USAID regulations, GAAP accounting rules, and grant contract management.
- Familiarity with USAID administrative policies and procedures.
- Expert knowledge (director)/competence (manager) in the use of financial software applications (QuickBooks), databases, spreadsheets and/or word processing. Software packages include: Microsoft Outlook, Access, Excel, and Word.
- Fluency in English and French.
- Excellent interpersonal, writing and oral presentation skills.
- Competence in writing and editing letters, reports and documents
- Ability to travel nationally and internationally up to 30% of their time
