Mission and objectives

Context
The Special Assistant and Communications Analyst provides operational, planning, managerial, technical and coordination support to all aspects of the work of the Representative. S/he acts as a key interface with various units within and outside the Country Office, coordinating the flow of management information between units and the front office and thereby ensuring smooth and timely operations, allowing better planning and more predictable delivery by the Representative while optimizing the time of the Representative.
Task description
A. Administrative and Operations support for the Representative
● Provide support in preparation for internal and external meetings, attend and take notes during meetings and conduct follow-up on the Representative’s behalf.
● Draft and disseminate correspondence including letters, memos, and emails.
● Coordinate the Representative's participation in key events, missions, and Country/regional groups
● Provide and organize relevant briefings for the Representative.
● Follow up on decisions related to political, managerial and humanitarian processes, key corporate priorities of the organization, and other key initiatives and regional or Headquarters’ queries related to these issues.
● Provide support to the overall Country Office management; serve as secretariat to the Country Office management team meetings.
B. Technical Support
● Prepare and/or facilitate the preparation of briefing sheets for meetings, press appearances, etc.
● Provide the Representative with substantive analysis and summaries of management reports and documents requiring review, comment, clearance, and approval, thus reducing the Representative’s time on routine management activities and focusing on critical strategic matters.
● Produce a continuing stream of useful information between the Front Office and the Country/field Office teams and units, facilitating planning activities, meeting coordination, report production, review, and clearances.
● Coordinate preparation of position papers and facilitate completion of major reports for the Representative on financial and management issues for presentation at internal and external fora.
● Advise the Front office and teams on emerging external policy and programme priorities affecting the UNFPA Country Office work, in order to facilitate quicker adaptation to changing business imperatives.
● Co-ordinates the Representative’s participation in Regional and Headquarters initiatives; follows up on decisions related to UN reform, and other key initiatives, and field queries related to these issues
● Prepares background papers/briefing documents for the Representative.
● Conducts research on organizational thematic areas and other topical issues for the Representative and management.
C. External Relations and Communications
As a Communications Analyst you will:
● Working closely with the Communications Specialist and the Resource Mobilisation Specialist, support the development of a variety of external communications on behalf of the Representative, including presentations, brochures, letters, mailings, and proposals.
● Serve as a liaison between the Representative and a variety of external constituent groups.
● Support the Representative and organization in relevant field-wide advocacy initiatives.
● Support the Representative and organization’s active public relations’ campaigns, coordinating as needed with the Communications and External Relations’ unit, social media consultants and print and broadcast journalists.
● Prepares, updates, and posts content, as needed, to corporate websites and social media channels.
● Provides editorial support for proposals, ensuring clarity and coherence of technical inputs from programme, making them accessible to non-technical audiences.
● Assists in proposal writing by coordinating input from various technical units, finance teams, and other stakeholders.
● Monitors and tracks submitted proposals and newly-signed agreements, responding to capacity needs for information sharing and quality control to enhance donor relations.
● Assists in disseminating information to internal and external audiences by maintaining updated mailing lists and sharing key documentation to support country operations and corporate communication priorities.
● Promotes the visibility of UNFPA's work and donor contributions by advocating for people of concern. This includes ensuring onsite visibility, preparing external reports, and developing online/digital content.
D. Special Projects
● Lead or participate in a variety of the Representative and Communications’ special projects as needed.
● Play an active “citizenship” role in organization-wide initiatives across functions.
E. Undertaking any other tasks as assigned by the Representative or the Communications Specialist.
