Purpose of project (summary):
RiMAP, the Rights Mapping and Analysis Platform, is a digital tool that enables users to understand and assess how countries are implementing their obligations under international and regional human rights instruments. It provides a comprehensive assessment of access to rights, including Asylum, Documentation, Education, Family life, Freedom of movement, Health, Housing, Land & Property, Liberty & Security of Person, Nationality & Facilitated Naturalization, Social Protection, and Work & Workplace Rights. RiMAP allows UNHCR to collect and manage information on international instruments, national laws and policies, and experience with law and policy in practice.
RiMAP is accessible internally, with legal information entered for countries that have tested the legal framework. RiMAP also includes the Refugee Treaty and Legislation Dashboard and the IDP Law and Policy Dashboard, which contain fundamental data on refugee and IDP treaties and national legislation, respectively. The external interface of RiMAP is set to launch at the end of 2024 or early 2025.
The contractor will perform a level 1, level 2 and level 3 analysis that will feed the RiMAP for Argentina.
This comprises: international instruments (Level 1 data), domestic legislation (Level 2 Data) which need update, as well as the analysis focusing on the 90 Level 3 questions. Further expanding to questions included in Level 4 will remain optional and time permitting. The expectation is that the contrator will complete levels 1-3 in a period of 4 months

The Rights and Mapping Analysis for the MCO Argentina should be developed to provide a comprehensive overview of the legal framework governing the protection of refugees and asylum seekers in Argentina, as well as an understanding of the current situation on the ground, taking stock of the recent developments in legislation specific to refugees but also to health access for migrant population in general that affect refugees and asylum seekers as well. It will also help to identify gaps in existing protection mechanisms and inform the development of strategies to address them. Additionally, this analysis will provide a better understanding of the needs of refugees and asylum seekers in Argentina, allowing for more effective and targeted programming. Finally, the analysis will help to understand the extent of conformity of the refugee related framework in Argentina with international standards and over time best practices.

Purpose and Scope of Assignment:

This comprises: international instruments (Level 1 data), domestic legislation (Level 2 Data) which need update, as well as the analysis focusing on the 90 Level 3 questions. Further expanding to questions included in Level 4 will remain optional and time permitting. The expectation is that the contrator will complete at least levels 1, 2 and 3 in a period of 4 months.

The contractor will develop and agree with the MCO Argentina on a Workplan in consultation with the following milestones:
-Finalisation/delivery of the legal context (level 1) and legal mapping (level 2)- 15 January 2025
-Finalisation/delivery of first set of 6 rights categories (level 3 analysis; 90 questions each)- 15 February 2025
-Finalisation/delivery of remaining 5 rights categories (level 3 analysis; 90 questions each)- 15 March 2025
-Final validation in coordination with MCO Argentina- 15 April 2024

All products must be delivered in English language.

Monitoring and Progress Control:
Regular meetings online or in person will be sheduled. Workplan for delivery dates and feedback with further details will be provided by the MCO Argentina before final submission of deliverables.

Remuneration: USD 16.760 to be paid in local currency.

Proposed instalment schedule:
Contractor to develop a Workplan in consultation with MCO Argentina with the following milestones:
1. Finalization/delivery of the legal context and legal mapping- 15 January 2025 – USD 2,760 to be paid in ARS.
2. Finalization/delivery of first set of 6 rights categories (analysis)- 15 February 2025 – USD 5,000 to be paid in ARS
3. Finalization/delivery of remaining 5 rights categories (analysis)- 15 March 2025 – USD 5,000 to be paid in ARS
4. Final validation in coordination with MCO Argentina- 15 April 2024– USD 4,000 to be paid in ARS

Position Location: Buenos Aires, Argentina.
Home based within Argentina with internet connectivity and possibility to make video-calls accepted.

Language Requirements:
Spanish C2 and English C1.

Required qualifications, and work experience:
Field of expertise, competencies:
- In-depth knowledge of national legal framework and refugee law and human rights international framework.
- Excellent analytical skills, including the capacity to collect and analyze qualitative and quantitative data to produce meaningful analyses.
- Demonstrated organizational skills: the ability to work independently and productively in a fast-paced environment.
- Flexible work attitude: the ability to work productively, independently, and to handle requests or issues as they arise.
- Excellent drafting skills.
- Excellent computer skills.

Required/mandatory:
- University degree in law, international relations, humanities/other related degree, with specialization on international protection and/or displacement.
- The incumbent should have relevant experience in legal research and analysis, and knowledge of international human rights standards and best practices.
- A minimum 5 years of research experience with specific focus on international human rights law.

Desirable:
- Previous experience working with UNHCR; experience in publishing analytical reports and research papers; documented experience related to the position's responsibilities/area.
