Carbon Pricing Senior Officer
The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that achieve strong growth and are less carbon intensive, more resilient to climate change, and more efficient and sustainable in the use of natural resources.
In October 2024, GGGI launched the Carbon Transaction Facility (CTF), a first-of-its-kind facility which offers a comprehensive solution to scaling up international carbon trading under Article 6 of the Paris Agreement. Through the CTF, GGGI will extend its Article 6 activities through a collection of single and multi-donor funds aimed at increasing host country readiness and facilitating transactions of Internationally Transferred Mitigation Outcomes (ITMOs). The CTF aims to catalyze up to USD 500 million solely for ITMOs purchasing by 2030. The multi-donor fund, named the Article 6 Readiness Facility, will mobilize up to USD 50 million for readiness support activities to GGGI Member States and Partner Countries.

The readiness component will allow GGGI to more than double the scale of its support for capacity building, technical assistance, institutional strengthening and international knowledge exchange activities in its Member States and partner counties. At the same time a pipeline of potential mitigation activities for trading will also be developed.
PROJECT SUMMARY
In 2023, the new Paraguayan government passed Law 7190, creating a framework for carbon markets. While the law establishes the opportunity to trade carbon credits, it was designed principally for the Voluntary Carbon Market. This year, the project Paraguay +Verde, financed by the Green Climate Fund and implemented by a UN consortium, UNEP, UNDP, and FAO, is supporting a secondary regulation of the Carbon Law related to REDD+. The final draft of the regulation will be available for public consultation shortly.
GGGI will build upon Law 7190 to develop a Carbon Market Strategy for the Ministry of Environment and Sustainable Development (MADES), which will help it best determine how to engage in Article 6 regulated markets and Voluntary Carbon Markets.
As the Paraguayan government requires substantial awareness raising and capacity building about Article 6 carbon markets, the project proposes to undertake a comprehensive training program working closely with decision makers and technical staff in an interministerial committee with the participation of MADES, the Ministry of Economy and Finance (MEF), the Ministry of Foreign Affairs and the Ministry of Industry and Commerce (MIC) to determine the most effective way to operationalize Law 7190 to allow Paraguay to take advantage of both Article 6 regulated markets and voluntary markets. The project will also raise the awareness of project developers about the opportunities and requirements for developing mitigation activities for Article 6, identifying and developing project opportunities to generate and sell carbon credits.
The project will support the operationalization of Paraguay’s National Carbon Market Framework through a combination of awareness raising, knowledge sharing, capacity building, and mitigation activity pipeline development interventions, ultimately enabling Paraguay to generate and sell carbon credits to other countries, including GGGI’s carbon trust fund members, and catalyzing meaningful participation in Article 6 markets as a way to finance Paraguay’s ambitious NDC targets.

POSITION SUMMARY
The Carbon Pricing Senior Officer will be based in Asunción, Paraguay and will lead the implementation of the Paraguay Art 6 Readiness project activities. The successful candidate will have a dual reporting line, to GGGI Paraguay Program Lead, and the CTF Program Manager.
The Carbon Pricing Senior Officer will be the recognized focal point and principal expert for the project in Paraguay and will have overall responsibility for timely and high-quality project delivery. The position-holder will provide day-to-day technical and strategic guidance and management, as well as liaise externally to ensure impactful delivery of the project and its outputs.
Experience in international carbon markets is strongly preferable, as the position-holder will be required to quickly absorb and apply sufficient technical knowledge on Article 6 concepts, requirements, frameworks and approaches to the local context in Paraguay.
PURPOSE

Lead the the implementation of the Paraguay Article 6 Readiness Project in close coordination with the GGGI Paraguay Country Team, the Carbon Pricing Unit (based in Seoul) and relevant government and private sector project stakeholders.

Provide high-quality project management to the project, and ensure effective, timely and efficient delivery of project results and activities in the field.

Provide high-quality technical inputs and advisory on issues related to Article 6, carbon markets, and emissions reduction trading in support of Article 6 Readiness delivery in Paraguay and GGGI Paraguay’s portfolio and strategic priorities more generally.
ENGAGEMENT

Work closely with GGGI Carbon Pricing Unit and GGGI Paraguay to understand the local context, including GGGI's role in Paraguay; to ensure timely and high-quality delivery of the project; and to develop technical knowledge of Article 6 requirements, frameworks and approaches.

Develop and foster strong relationships with key government stakeholders, leading the day-to-day communication (supported by GGGI Paraguay).

Work closely with government partners and private sector in implementing the project, recognizing the importance of government buy-in and ownership.

Coordinate with other organizations supporting engagement with international carbon markets in Paraguay, and ensure visibility of the Paraguay Article 6 Readiness Project and associated carbon engagements.

Maintain active flexibility through professional relations with key stakeholders to capture and integrate their changing needs and manage expectations.
DELIVERY

Deliver high quality project outputs on time and within budget that meet program objectives, donor requirements and government requirements.

Plan and co-deliver capacity building events that introduce key Article 6 concepts and options to key government and other stakeholders.

Design and deliver technical advisory workplan targeting MADES capacity, policy and governance needs and gaps

Oversee the development of tools and guidance for MADES to support performance of Article 6 governance functions.

Lead the development of regulations and guidelines to implement Law 7190.

Lead the development of Paraguay Carbon Market Strategy.

Lead the design of governance frameworks in Paraguay that meet Article 6 requirements and are relevant to the Paraguay institutional context.

Lead the identification of priority sectors and mitigation activities for Article 6, in collaboration with the Government of Paraguay and private sector.

Develop Mitigation Activity Idea Notes (MAINs) for 2 mitigation activities.

Support bilateral engagement between Government of Paraguay and potential cooperation partners.

Support the process of facilitating key agreements between government, private sector and other international partners.

Lead the planning and facilitation of key project workshops and meetings with key stakeholders in Paraguay.

Plan and organize the work of consultants under the project to ensure high quality and timely

REQUIREMENTS
QUALIFICATIONS
-
A Master's degree in a relevant area, such as Economics, Finance, Law, Business Administration, Environmental Engineering, Climate Change, or other related disciplines.

At least 8 years of experience in climate change, carbon markets, climate finance, green investment, or other relevant fields.
-
At least two (2) years of professional working experience, outside of home country*.
-
A proven track in successfully managing projects linked to climate action and finance.
-
Understanding of and experience in international carbon markets, the Clean Development Mechanism, and/or Article 6 is a strong advantage.
-
Experience in day-to-day engagement with government ministries and agencies, ideally in developing countries.
-
Experience in close engagement with the private sector is a strong advantage.

Experience in organizing consultations, validation meetings, workshops and capacity building events.

Experience working in developing countries, with experience Paraguay or South American countries is an advantage.

An excellent command of spoken and written English and Spanish.

Consequently, the position scale will be adjusted, and the salary scale will be aligned with X9 Paraguay (National Scale) WITHOUT expatriate benefits.

WORKING CONDITIONS
The Senior Officer is an X9 grade level in GGGI, details of which can be found in the GGGI Staff Rules on GGGI’s website. In addition, GGGI provides 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The initial appointment is for 20 months, renewable subject to satisfactory performance and budget availability.
