The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.

The Technical Assessment & Monitoring Directorate (TAM) supports the fulfilment of the CEB’s social development mandate by seeking to strengthen the quality, scale-up the benefits, mainstream climate change and environmental sustainability considerations, improve the management of relevant risks and enhance the reporting transparency as regards the Bank’s lending activities. TAM further seeks to enhance the quality and impacts of Bank-financed operations by advising beneficiaries on project preparation and implementation. It comprises the Technical Advisors Division (TAM-TA), including the Environmental and Social Sustainability Unit, and the Procurement Division (TAM-PROC), dealing with both project-related procurement and corporate procurement.
TAM Procurement Division is committed to conduct and facilitate the procurement of quality goods, services and works for CEB ‘s services by focusing on maximising value for money and providing subject matter expertise, all in alignment with the CEB’s rules for procurement.
TAM-PROC Division is looking for a skilled IT Procurement Officer to contribute to, assist with the organisation, monitor and advise on all administrative and technical aspects of procurement procedures for services, goods, and works related to IT systems, software, hardware, for the Bank. The role involves advising internal stakeholders and supporting corporate procurement processes with a specific focus on IT procurement.
The incumbent will report to the Head of Procurement Division and work in close collaboration with internal and external stakeholders.






Academic background:
An advanced university degree in Procurement, Project Management, IT Management, Business Administration, Law or equivalent.

Professional skills:
Proven experience years in procurement, gained within an international organisation, International Financial Institution, EU organisation, or an investment bank.
Demonstrated experience in (public) procurement (including tender preparation, offers evaluation and reporting), as well as in contract management.
Experience in managing IT procurement processes, including hardware, software, cloud services, and IT infrastructure/architecture.
Good comprehension of corporate procurement principles, matters and practices.
Knowledge of public procurement code and procedures.
Proficiency in the use of standard office software (MS Office suite, Zoom, etc.).

Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
