The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
The Technical Assessment & Monitoring Directorate (TAM) supports the fulfilment of the CEB’s social development mandate by seeking to strengthen the quality, scale-up the benefits, mainstream climate change and environmental sustainability considerations, improve the management of relevant risks and enhance the reporting transparency as regards the Bank’s lending activities. TAM further seeks to enhance the quality and impacts of Bank-financed operations by advising beneficiaries on project preparation and implementation. It comprises the Technical Advisors Division (TAM-TA), including the Environmental and Social Sustainability Unit, and the Procurement Division (TAM-PROC), dealing with both project-related procurement and corporate procurement.
TAM-PROC Division is looking for a Junior Procurement Officer to support Project and Corporate Procurement activities. The incumbent will need to contribute to, assist with the organisation, monitor and contribute to advising on all administrative and technical aspects of corporate procurement procedures for the procurement of services, goods and works for the Bank. Additionally, the incumbent will offer information and advice to CEB borrowers, beneficiaries, and staff on project-related procurement processes, ensuring compliance with internal and external rules to safeguard the Bank from reputational risks. The role also includes preparing pre- and post-reviews of procurement dossiers.
The incumbent will report to the Head of Procurement Division and work in close collaboration with internal and external stakeholders.
Academic background:
An advanced university degree in Procurement, Project Management, Supply Chain Management, Business Administration, Law or equivalent.
Professional skills:
Minimum 1 to 3 years of experience acquired in an international organisation, International Financial Institution, EU Organisation, investment banks in procurement.
Demonstrated experience in (public) procurement (including tender preparation, offers evaluation and reporting), as well as in contract management.
Solid understanding of public procurement principles, including EU regulations and international best practices.
Knowledge of procurement in a project financing context (for Project Procurement) and corporate procurement processes (for Corporate Procurement).
Proficiency in the use of standard office software (MS Office suite, Zoom, etc.).
Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
