CONTEXTO:
El Clúster Logístico Global (GLC por sus siglas en inglés) es parte de la arquitectura humanitaria del Comité Permanente entre Organismos (IASC por sus siglas en inglés), junto con otros 10 clústeres globales. Está liderado por el Programa Mundial de Alimentos (WFP por sus siglas en inglés) y su objetivo es mejorar la cooperación y las asociaciones en el sector logístico.
El Programa Mundial de Alimentos (WFP por sus siglas en inglés), en su calidad de agencia líder del Clúster de Logística en Venezuela, es responsable de trabajar en colaboración con los miembros humanitarios interesados para ofrecer una respuesta estratégica, basada en las deficiencias operativas (de conformidad con las Directrices del IASC sobre la coordinación del Clúster de Logística a nivel de país). En ese sentido, se busca reforzar las capacidades logísticas de los miembros del Clúster de Logística a través de un proceso de evaluación y optimización de los principales procesos de la cadena de suministros de cada organización.
OBJETIVO GENERAL:
Evaluar y optimizar la cadena de suministro humanitaria de los miembros del Clúster de Logística revisando los procesos de contratación de servicios logísticos, gestión de almacenes y planificación de operaciones de al menos 7 miembros del Clúster de Logística en Venezuela, identificando brechas y factores críticos para reforzar la eficiencia operacional y el uso de recursos de la cadena de suministros.
OBJETIVOS ESPECÍFICOS:
- Diseñar una metodología e instrumentos para la recolección y análisis de información.
- Recoger y sistematizar la información primaria y secundaria de los principales procedimientos de la cadena de suministros.
- Recolectar y analizar información sobre toda la cadena de suministro: esto incluye una fase de revisión documental, la definición de indicadores clave, así como la recolección de datos tanto cuantitativos como cualitativos.
- Determinar y analizar las brechas y factores críticos que representan barreras o facilitadores para la optimización de la cadena de suministros.
- Realizar recomendaciones de acciones de corto y mediano plazo orientadas a la reducción de brechas y aprovechamiento de oportunidades para mejorar la eficiencia operacional y el uso de recursos de la cadena de suministros.
- Aplicar mejores prácticas, procedimientos operativos estándar y tecnologías innovadoras alineadas con las normas y procesos de WFP y de otras organizaciones.
- Realizar informe final detallando resultados, recomendaciones y plan de acción.
REQUERIMIENTOS MINIMOS:
Educación:
- Maestría en gestión de la cadena de suministro, negocios internacionales, relaciones internacionales, gestión de proyectos humanitarios, administración de empresas y/o campo relacionado o experiencia relevante equivalente.
Experiencia:
- De 3 a 5 años de experiencia profesional en la implementación de proyectos, programas u operaciones humanitarias en el área de la cadena de suministro, y/o en la investigación de campo cuantitativa y cualitativa relacionada con temas de cadena de suministro o desarrollo económico
Idiomas: Fluidez (nivel C) en español y deseable Inglés.
