GCF Project Operations Associate

 

The Global Green Growth Institute (GGGI) is a delivery partner for the Green Climate Fund (GCF) Readiness Project, which aims to enhance the capacity of countries to access climate finance and effectively mobilize resources to support climate change mitigation and adaptation efforts. This project is being implemented in collaboration with the Ministry of Planning and Development (MPD), which plays a central role in coordinating the country’s climate agenda and mobilizing climate finance.

 

Position  Summary

The Program Operations Associate will be based at the Ministry of Planning and Development MoPD) and will support both the GCF Readiness Project and the Ministry’s broader efforts to coordinate national climate action and mobilize climate finance.

Reporting to the GCF Readiness and NAP Lead the Project Operations Associate will play a critical role in supporting the implementation of the Green Climate Fund (GCF) Readiness Project under the guidance of the NDA. This position focuses on enhancing the Ministry’s capacity to mobilize climate finance, coordinating national climate efforts, and ensuring successful execution of project activities. The Associate will be responsible for providing technical and operational support, developing project work plans, monitoring progress, and assisting with stakeholder engagement across government departments and other entities. This role requires a proactive individual skilled in project management, familiar with climate finance mechanisms, and capable of fostering collaborative relationships to advance the country’s climate action goals.

Purpose
  • Support capacity-building efforts related to climate finance, helping the Ministry strengthen its institutional capacity to access and manage climate funding.
  • Provide technical and operational support in identifying potential sources of climate finance and in mobilizing funds for priority climate projects.
  • Assist in the preparation of project proposals and concept notes for submission to the Green Climate Fund and other climate finance sources.

 

Engagement
  • Liaises between GGGI, the Ministry of Planning and Development, and other national and international stakeholders.
  • Support the Ministry’s efforts to engage relevant government departments, local authorities, and other actors in climate finance coordination.
  • Support the Ministry of Planning and Development in its broader climate coordination role, including helping to strengthen inter-institutional cooperation on climate change issues.

 

Delivery
  • Provide day-to-day support for the implementation of the GCF Readiness Project.
  • Support the Ministry in monitoring the progress of climate finance mobilization activities and project implementation.
  • Prepare progress reports and assist in tracking key performance indicators (KPIs) for climate finance mobilization efforts.
  • Contribute to the preparation of periodic progress reports and documentation for GGGI, GCF, and national authorities.
  • Ensure proper documentation of project activities, including meeting minutes, reports, and correspondence.
  • Assist with data collection and analysis for project monitoring and reporting purposes.
  • Perform any other duties as required by the Project Manager, Ministry officials, or other designated supervisors related to the GCF Readiness Project.
  • Assist in the development and monitoring of project work plans, timelines, and deliverables.
  • Support the preparation of project reports, presentations, and briefings for stakeholders.
  • Coordinate training sessions, workshops, and technical assistance activities to build knowledge on GCF processes and other climate finance mechanisms.
  • Assist in the development of different strategy documents, aligning them with global and national climate goals and the Green Climate Fund.

 

Requirements
Qualifications
  • A bachelor’s degree (Advanced degree will be an asset) in Environmental Science, Climate Change, Sustainable Development Studies, Economics, Public Policy, or a related field.
  • At least 3~5 years of experience in project coordination or operations support, preferably in the field of climate finance or international development.
  • Familiarity with the Green Climate Fund, its processes, and other climate finance mechanisms is a strong advantage.
  • Proven experience in working with government institutions, international organizations, and development partners.
  • Excellent written and spoken English; proficiency in a second language relevant to GGGI Ethiopia is a plus.

  • Ability to apply related concepts in the adaptation contexts of Ethiopia
  • Ability to communicate substantive issues to engage technical staff and leaders.
  • Ability to work in a team, build relationships with diverse stakeholders, and navigate complex project environments.
  • Strong communication skills (both written and verbal), with the ability to draft clear and concise reports and documents.
  • Strong organizational and multitasking skills, with the ability to manage multiple priorities simultaneously.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Good understanding of climate finance mechanisms, including project financing, climate adaptation/mitigation strategies, and donor requirements.

WORKING CONDITIONS
The Program Officer is a National position at an X6 grade level on the GGGI’s Ethiopia national salary scale. The salary range for the position starts at USD 14,676 per annum and is determined based on the candidate's experience, academic background, and internal equity. GGGI provides 15% of the base salary towards a retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.GGGI is committed to providing a work environment that is sufficiently flexible to accommodate diverse life-cycle challenges and assist Staff members to achieve a better balance between work and personal/family commitments, thus ensuring high performance, long-term productivity, and well-being of Staff members.
