Our client in Yemen seeks to hire a Social & Environmental Safeguard Expert to provide support to the implementation of the project activities described in this TOR.
Role objectivesThe overall objective of the consultancy assignment is to support the project team to oversee the development, implementation & monitoring of the site specific ESMPs & ensure the compliance of the project’s activities with the project’s Environmental and Social Commitment Plan (ESCP) & the Environmental & Social Management Framework (ESMF) as well as the relevant associated safeguards management plans. Expected outputs include but are not limited to:
Regular updates & revisions to the ESMF.
ESMPs for the project activities & interventions.
Environmental & social compliance reports as requested by the Project Manager.
Regular updates & revisions to the ESMF: The ESMF is reviewed & updated on a regular basis. Regular revisions ensure that the ESMF remains relevant & responsive to changing circumstances.
ESMPs for the project activities & interventions: Each project activity & intervention have its corresponding ESMPs. These procedures outline the specific environmental & social measures that should be implemented during the respective activities. The ESMPs serve as a compliance document for contractors & responsible parties, ensuring that environmental & social considerations are integrated into project execution.
Environmental & social compliance reports: The Project Manager will require environmental & social compliance reports on a periodic basis. These reports provide a comprehensive overview of the project's compliance with environmental & social regulations.
Bachelor’s degree in natural resource / water / environmental management, socio economic development or a related field is required, a masters degree in the same field is desired.
Must be certified by the environment protection authority of Yemen.
At least five years of relevant work experience with master’s degree or seven years with bachelor’s degree, ideally involving international donors.
Excellent & proven working experience in the country, dealing with international, regional, local contractors & partners.
Must be fluent in both English & Arabic.
Previous experience in undertaking environmental & social impact assessments.
Previous experience in developing & / or implementing environmental & social safeguard strategies for organizations or projects.
Knowledge in social & environmental safeguards & policies of our client as well as World Bank’s regulations is a distinct asset.
Experience in conveying complex technical information to diverse stakeholders, including farmers, women & IDPs.
The selected staff will be responsible for managing four district based Environmental, Social, Occupational Health & Safety Safeguards Assistants.
