Functional Responsibilities

Under the direct supervision of the Lead Construction Engineer, the Lead Mechanical Engineer (Retainer) will be responsible for the following tasks:

Assessment and Evaluation 

  • In coordination with the other retainers and local construction supervisors, assess and evaluate the mechanical system of existing facilities, identify existing mechanical related problems and suggest appropriate solutions in consultation with the Lead Construction Engineer and Senior Project Manager;

  • Support in the supervision of the implementation of works and monitor the progress of the mechanical related works according to contract schedules, specifications and project plans; 

  • Review requests for clarifications from the contractor, on site conditions, related to mechanical works and provide clarifications, instructions and / or technical solutions.

Design and specifications

  • When required, develop mechanical design drawings and specifications as per UNOPS standards, local and international practices and codes;

  • Support the project team in the review of the documents provided by the contractor, such as shop drawings and any other related matter related to the mechanical works; 

  • Support the project team in the verification of the undertaken measurements and quantities for executed mechanical works reflected in the contractor payment requests;

Quality assurance 

  • Support the project team to ensure the strict implementation of quality assurance and quality control standards and procedures on sites and report regularly to the Lead Construction Engineer;

  • Assist in the preparation of progress reports on construction activities for mechanical activities, based on specific demands by the Lead Construction Engineer.

Implementation support

  • Support in the implementation of Health, Safety, Social and Environmental measures related to mechanical works at the project sites;

  • The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS;

  • Coordinateand report on the commissioning and testing of mechanical works;

  • Research and prepare operational and maintenance plans for all mechanical equipment installed.

Education/Experience/Language requirements

Education:
  • Advanced University Degree (Master’s degree or equivalent) preferably in Mechanical Engineering or related fields, is required.
  • A first-level university degree (Bachelor’s degree or equivalent) with two (2) additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

  • Professional certification in engineering (Mechanical Engineering)  is required. Please attach when submitting application.

Experience:
  • A minimum of five (5) years of experience in Mechanical Engineering for design and construction of infrastructure projects and/or in related fields in combination with the advanced degree  is required.
  • Experience in AutoCAD or other Computer-aided design software is desirable.
  • Experience in supervision of mechanical works in health facilities including operating theaters is an advantage.
  • Experience designing and supervising the installation of complex HVAC systems including AHU for sterile environments is an advantage.
  • Experience in supervision of mechanical rehabilitation works for existing facilities is an advantage.
Language:
  • Full working knowledge of English is required.
  • Fluency in spoken, written and reading Lao is required
  • Knowledge of another UN official language is an asset.
